1.                   Presentation on the Concept of Renaming the Arcata/McKinleyville Airport. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors hear the presentation and take appropriate action, if required.

C.                  CONSENT CALENDAR

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Resolution Authorizing road closures for the 42nd Avenue of the Giants Marathon, Half Marathon and 10K Race on Sunday, May 5th, 2013. (Supervisor Estelle Fennel)

RECOMMENDATION: That the Board of Supervisors adopt the resolution.

2.                   Informational Report on the Reappointment of Benjamin Hawk to the Forestry Review Committee. (Supervisor Estelle Fennell)

RECOMMENDATION: That the Board of Supervisors receive and file the report.

3.                   Informational Report on the Appointment of Robert E. Morris tot he Humboldt County Planning Commission Representing the 2nd District. (Supervisor Estelle Fennell)

RECOMMENDATION: That the Board of Supervisors receive and file the report.

Clerk of the Board

4.                   Approval of the Board Orders - Meeting of January 8, 2013.

RECOMMENDATION: Approve the Board Order from January 8, 2013.  Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

Planning and Building

5.                   Fidjeland/Case Conservation Easement.  File No.: APN 309-051-069.  Case No.: ZR-06-13/PMS-06-16.  951 and 963 Singley Road, Loleta area.

RECOMMENDATION: That the Board of Supervisors:  Authorize the Board Chair to execute the Fidjeland/Case Conservation Easement (Attachment A) on behalf of the County; Direct the Planning Division staff to record said Conservation Easement; and Direct the Clerk of the Board to give notice of the decision  to owners, the County Assessor's Office and any other interested party.

6.                   Timber Falls Zone Reclassification -Correction to Ordinance No. 2388.  Case No.: ZR-06-16.  File No.: APN 017-015-33.  Eureka Area.

RECOMMENDATION: That the Board of Supervisors:  Adopt Resolution ____ (Attachment A) approving the correction to Ordinance No. 2388 to remedy a clerical error and properly reflect the C-1 zone as the principal zone to which the subject Qualified Zone applies (C-1-Q);  Authorize the Chair to execute the corrected Ordinance (Attachment B); Direct the Clerk of the Board to give notice of the decision to the applicant, property owner and any other interested party; and Direct the Clerk of the Board to give notice of the clerical correction tot he Assessor, by sending that office a copy of the corrected Ordinance signed by the Chair and the Clerk of the Board.

Health and Human Services - Public Health Branch

7.                   Grant Award from the North Coast Grantmaking Partnership and Supplemental Budget Adjustment in fund 1175 for the 2012-2013 fiscal year. (4/5 vote required).

RECOMMENDATION: That the Board of Supervisors:  Approve and accept the $24,700 grant award from the North Coast Grantmaking Partnership for the period of July 1, 2012 through June 30, 2013 to support the Child Passenger Safety program; and Approve a supplemental budget adjustment and direct the Auditor/Controller to adjust Fund 1175, Budget Unit 420- MCAH Coordination Project in the amount of $24,700, per Attachment 2. (4/5 vote required).

Public Works

8.                   Earthquake Repairs on Benbow Drive (6B180) at PM 0.85 & 1.90 & Wilder Ridge Road (5B010) at PM 10.1, DSR No.: 2819, 2924 & 2926.  Contract No.: 210256, 210257 & 210272.

RECOMMENDATION: That the Board of Supervisors:  Accept the completed contract, including all change orders approved by the Public Works Department between G.R. Wilcox Enterprise, Inc., and Humboldt County for the Earthquake Repairs on Benbow Drive and Wilder ridge Road; and Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $3,500.52.  This will bring the total amount paid to 100% of the contract.

 

 

 

9.                   Construction of Myrtle Avenue (3K300) and Hubbard Lane (3K370) Traffic Signal Project, Contract No.; 209802.

RECOMMENDATION: That the Board of Supervisors:  Authorize the Director of Public Works to sign Contract Change Order Number 3 for the total amount of $6,499.50 and Approve the attached Appropriation Transfer to provide funding.

10.               Earthquake Repairs on Wilder Ridge Road (5B010) at PM 7.25, DSR No.: 2832, Contract No.: 210260.

RECOMMENDATION: That the Board of Supervisors:  Accept the completed contract, including all change orders approved by the Public Works Department, between Van Meter Logging, Inc. and Humboldt County for the Earthquake Repairs on Wilder Ridge Road; and Approve the final claim for payment, as submitted by the Public Works Department tot he Auditor/Controller, in the amount of $2,220.40.  This will bring the total amount paid to 100% of the contract.

1.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Board of Supervisors to meet in closed session to review the County's position and instruct its designated labor negotiator with respect to the various forms of compensation provided to the County's represented and unrepresented personnel.  Negotiator:  Dan Fulks. Employee Organizations:  American Federation of State, County and Municipal Employees (AFSCME local 1684), Humboldt County Attorneys Association, Humboldt Deputy Sheriffs' Organization (Law Enforcement Non-Management Unit), Humboldt Deputy Sheriffs' Organization (Law Enforcement Management Unit), Elected & Appointed County Officials, and Management & Confidential Employees.

2.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Humboldt County Public Authority for In-Home Supportive Services to meet in closed session to review the Public Authority's position and instruct its designated labor negotiators with respect to various forms of compensation provided to the Public Authority's represented and unrepresented personnel. Adjourn as the Humboldt County Board of Supervisors; Convene as the Governing Board for the Humboldt County Public Authority for  In-Home Supportive Services

Planning and Building

1.                   Revocation of the Humboldt County Collective Conditional Use Permit.  File No.: APN 015-011-05.  Case No.: CUP-08-16.  Eureka Area.

RECOMMENDATION: That the Board of Supervisors:  Open the public hearing;  Continue the project per request of Planning staff, to a date certain, march 12, 2013; and Direct the Clerk of the Board to give notice of the decision tot he applicant, the owner, and any other interested party.

M.                 AFTERNOON DISCUSSION ITEMS

1.                   County Administrative Officer Report:  Proposed State Budget and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on the Governor's proposed State budget for Fiscal year (FY) 2013-14, and various other topics, and take appropriate action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.
