B.                  MODIFICATIONS TO THE AGENDA

1.                   Letter to Governor Brown Urging Restoration of Williamson Act Subvention Funding (Consent) (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to send a letter to the Governor urging him to allocate a portion of the proceeds from cap-and-trade auctions towards restoring the subvention funding for the Williamson act.

2.                   Consider the Concept of Campaign Finance Reform. (Supervisor Virginia Bass and Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors consider the concept of campaign finance reform and take appropriate action, if required.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

 

 

Board of Supervisors

1.                   Informational Report on the Appointment of Chuck Ciancio to the Forestry Review Committee as the 1st District representative. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors receive and file the report.

2.                   Appoint Carol Rische to the Northcoast Integrated Regional Water Management (NCIRWMP) Technical Peer Review Team.

RECOMMENDATION: That the board of Supervisors appoint Carol Rische to the Northcoast Integrated Regional Water Management (NCIRWMP) Technical Peer Review Team to fill the remaining vacant seat.

Clerk of the Board

3.                   Approve the Board Orders from January 15, 2013.

RECOMMENDATION: Approve the Board Orders from January 15, 2013.  Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

County Counsel/ Code Enforcement Unit

4.                   Administrative Abatement Funding Transfer.  The Estate of Leona Stevens and the Estate of Ted Stevens.  111 Old Wagon Road, Trinidad, Ca.  AP#514-051-011.

RECOMMENDATION: That the Board of Supervisors:  Authorize the cost of abatement to be advanced by the County of Humboldt, pursuant to Humboldt County Code section 351-311, and if unpaid by the property owner, that a lien be placed against the parcel in the amount of the cost of abatement pursuant to Humboldt County Code Section 351-33 and 351-44;  Authorize a transfer from the code Enforcement Trust Fund, account #3440000, in the amount of $17,000 to the County Counsel's revenue account #1100-121-603-040 to cover the cost of the abatement; and Authorize the Auditor/Controller to execute the supplemental budget shown in attachment A for the fiscal year 2012/2013.

5.                   Special Assessment for Unpaid Administrative Penalties:  Michael Silva, AP # 316-191-014.

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code section 2131-8 (e); Adopt the attached resolution declaring a special assessment against said real property for an unpaid administrative penalty.

Probation

6.                   Appointments and changes to the membership of the Multi-Agency Juvenile Justice Coordinating Council (MAJJCC).

RECOMMENDATION: The Board of Supervisors approve the appointments to the Multi-Agency Juvenile Justice Coordinating Council (MAJJCC) as shown on the attached.

Public Works

7.                   Construction of Storm Damage Repairs on Mattole Road (F3C010) at PM 10.88, 39.40, 40.50 & 42.24, Project No.: ER-4400 (062), (0190, (020) & (072), Contract No.: 206396, 206339, 206261 & 206408.

RECOMMENDATION: That the Board of Supervisors:  Accept the completed contract, including all change orders approved by the Public Works Department, between SJL Construction, Inc., and Humboldt County for the Storm Damage Repairs on Mattole; and Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $908.35.  This will bring the total amount paid to 100% of the contract.

 

 

8.                   Construction of Storm Damage Repairs on Elk Creek Road (C6D060) at PM 2.01, Project No.: ER-440000 (023), Contract No.: 206226.

RECOMMENDATION: That the Board of Supervisors:  Accept the completed contract, including all change orders approved by the Public Works Departments, between G.R. Wilcox Enterprises, Inc., and Humboldt County for the Earthquake Repairs on Benbow Drive and Wilder Ridge Road; and Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $501.58.  This will bring the total amount paid to the 100% if the contract.

9.                   Walnut Drive (3J300) and Hemlock Street (3K261) Overlay and Sidewalk Infill Project, Contract No.: 211010.

RECOMMENDATION: That the Board of Supervisors accept the completed contract, including all change orders approved by the public Works Department, between RAO Construction Company, Inc. and Humboldt County for the Walnut Drive and hemlock Street Overlay and Sidewalk Infill Project; and Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller in the amount of $3,513.12.  This will bring the amount paid to 100% of the contract.

10.               Humboldt Hill Road (3J010) Rehabilitation and Overlay Project Between PM 0.0 & 1.0, Project No.: RPL-5904 (064), Contract No.: 202708.

RECOMMENDATION: That the Board of Supervisors;  Accept the completed contract, including all change orders, approved by the Public Works Department, between Mercer-Fraser Company, and Humboldt County for the Humboldt Hill Road Rehabilitation and Overlay Project; and Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $10,473.74.  This will bring the total amount paid to 100% of the contract.

11.               Budget Adjustment for FY 2012/13 for Aviation Budget Units: Arcata-Eureka airport ACV 3530381, Murray Field Airport 3530372, Rohnerville Airport 3530373 and Garberville Airport 3530374.

RECOMMENDATION: That the Board of Supervisors adopts the attached Budget Adjustment for Aviation Budget Units Arcata-Eureka Airport ACV 3530381, Murray Field Airport 3530372, Rohnerville Airport 3530373 and Garberville Airport 3530374.

12.               Surplus Equipment.

RECOMMENDATION: That the Board of Supervisors:  Declare the following property surplus:  1981 Eager Beaver Wood Chipper, model number 115, equipment #94997; license # E318180; and Authorize the Purchasing Agent to dispose of the surplus property and deposit the revenue from the sale of the Roads Heavy Equipment Internal Service Fund (ISF).

13.               Request for Qualifications (RFQ) for Aviation Division Airport Consultants.

RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to advertise and distribute a Request for Qualification  (RFQ) for Aviation Division Airport Planning, Architectural/Engineering Environmental and consulting Services to meet the complex planning, design, engineering and consulting needs for the County's Federal Aviation Administrative (FAA) Airport Improvement Program (AIP) including airport capital improvement projects.

Clerk of the Board

1.                   The 2011 Annual Report from the Fire Chief's Association.

RECOMMENDATION: That the Board of Supervisors hear the report and take action if required.

2.                   Appointment of Board Members to Various Boards, Commissions and Committees for Calendar Year 2013.

RECOMMENDATION: That the Board of Supervisors continue their discussion from January 8, 2013 Board of Supervisors Meeting, and appoint Board Members to serve on the remaining Boards. Commissions and Committees for the Calendar year 2013 that are still undecided.

County Administrative Office

3.                   2013 Five Year Financial Forecast Report

RECOMMENDATION: That the Board of Supervisors receive a staff report on the financial forecast of the County's major funds for the next five years.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on federal legislative advocacy, and various other topics, and take action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.
