Auditor-Controller

1.                   Waiver of 960 Hour Limit for Extra Help Employee Brandon Durr.

RECOMMENDATION: That the Board of Supervisors approve the waiver of 960 hour limit for extra help employee, Brandon Durr, up to 1,920 hours pursuant to Section 7 of the Humboldt County Salary Resolution (requires 4/5 vote).

2.                   Letter of Support for Jacque Hosler's Appointment to the California Fish & Game Commission. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors ratify authorization for Chair to sign the letter of support.

3.                   Appoint John Crotty to the Fortuna Cemetery District Board of Directors. (Supervisors Estelle Fennell)

RECOMMENDATION: That the Board of Supervisors appoint John Crotty to the Fortuna Cemetery District Board of Directors to fill the vacant seat left open by the loss of David Ansley with a term expiring June 30, 2014.

4.                   Letter of Appreciation to Jack Limmer for his service on the Humboldt County Aviation Advisory Committee. (Supervisors Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letter of appreciation.

5.                   Approve the Board Orders from January 29, 2013.

RECOMMENDATION: Approve the Board Orders from January 29, 2013.  Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

6.                   Special Election for the Election of Officers to fill vacancies on the Garberville Sanitary District.

RECOMMENDATION: That the Board of Supervisors:  Direct the Registrar of Voters to conduct and give notice of a special election for election of governing board members of the Garberville Sanitary District; Set the date for the special election for June 4, 2013; and Direct the Registrar of Voters to conduct the special election wholly by mailed ballot pursuant to Election Code Section 4108.

7.                   Request for Extension of Extra-Help Hours for Stephanie Richter.

RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours for Stephanie Richter, Senior Office Assistant, not to exceed 1,810 hours (Trust Fund #3600-360-1400), pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required) effective immediately.

Health and Human Services - Mental Health Branch

8.                   First Amendment to Agreement between Humboldt County and 7th Avenue Center to increase the contract value for Fiscal Years 2012-2013 and 2013-2014.

RECOMMENDATION: That the Board of Supervisors:  Approve the First Amendment to the Agreement between Humboldt County and 7th Avenue Center for Fiscal Years 2013-2014 and 2014-2015;  Authorize the Chair to execute three (3) copies of the First Amendment to the above described Agreement effective July 1, 2012; and Direct the Clerk of the Board to return two (2) executed copies of the First Amendment to the Department of Health and Human Services, Mental Health Branch Administration.

9.                   Reappointment of Wendy Brandon, N.P. (Nurse Practitioner) as active member of the Medical Staff at the Sempervirens Acute Psychiatric Hospital.

RECOMMENDATION: That the Board of Supervisors, acting as the Governing Body of Sempervirens Psychiatric Health Facility and with the recommendation of the Department of Health and Human Services Mental Health Branch Medical Staff Executive Committee:  Approve the reappointment of the Medical Staff of the Sempervirens Psychiatric Health Facility as follows:  Wendy Brandon, N.P. as Active Medical Staff member with all requested clinical privileges for a two year term.

 

 

 

Probation

10.               Approval of Agreement with University of Cincinnati.

RECOMMENDATION: That the Board of Supervisors:  Approve the attached Agreement with the University of Cincinnati to provide Effective Practices for Community Supervision (EPICS) training, for $18,000 for the period of January 1, 2013 through March 31, 2013;  Authorize the Chair to sign (2) two originals of the Agreement; Direct the Clerk of the Board to return the signed originals to the Probation Department, Attention William Damiano, Chief Probation Officer; and Grant a waiver of the Nuclear Free Ordinance.

Public Works

11.               Extension of Extra-Help Hours for Tobias Haskett.

RECOMMENDATION: That the Board of Supervisors extend Tobias Haskett extra-help hours by 1,000 to a maximum of 1,900 for fiscal year 2012-2013 pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).

12.               McCann Ferry Improvement Project, Project No.:  FBDL-5904(116), Contract No.: 211305.

RECOMMENDATION: That the Board of Supervisors adopts the following supplemental budget for FY 2012/13:  Revenue: 1200325-523080 - $24,000 and Expenditure: 1200325-8863 $24,000.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim the Week of February 17th through February 23th, 2013 as Engineer's Week in Humboldt County. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

2.                   Proclaim February 2013 as Grand Jury Awareness Month in Humboldt County. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

3.                   Humboldt Bay Harbor, Recreation and Conservation District Presentation on Efforts to Pursue Revenue Sources Related to the Purchase of the Samoa Pulp Mill site from Freshwater Tissue Company.. (Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors hear the presentation and take appropriate action, if required.

4.                   Proclaim February as Free Application for Federal Student Aid (FAFSA) Month in Humboldt County. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

5.                   United Way Launch of 2-1-1 Program in Humboldt County. (Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors hear the brief presentation and take appropriate action if required.

County Administrative Office

1.                   Update Board Rules.

RECOMMENDATION: That the Board of Supervisors review the current Board rules, make any desired modifications, and direct staff to bring back revised rules for adoption (if necessary).

2.                   Consider Setting Date and Process for Appointment to Fill an At-Large Seat on the Humboldt County Planning Commission.

RECOMMENDATION: That the Board of Supervisors consider setting a date for making an appointment to fill an At-Large seat on the Humboldt County Planning Commission.

Treasurer-Tax Collector

3.                   To Consider the Delegation of Authority to Treasurer to Invest and Reinvest Funds in the County Treasury.

RECOMMENDATION: That the Board of Supervisors:  Introduce by title, Ordinance No. ___ (Attachment 1) delegating investment authority from the Board of Supervisors to the Treasurer and waive the first reading of the Ordinance;  Receive the staff report and public comments;  Set the Ordinance for adoption at least one week away on February 26, 2013;  Direct the Clerk of the Board to publish the pre-adoption summary of the Ordinance (Attachment II) and the Clerk shall post a certified copy of the full text of the proposed Ordinance in the office of the Clerk of the Board of Supervisors, both publications and postings to be done at least five (5) days prior to the Board Meeting at which the Ordinance will be adopted (Government Code section 25124(b)(1)); and Direct the Clerk of the Board within 15 days after adoption of the Ordinance to publish a post adoption summary of the Ordinance (Attachment III) with the names of the Supervisors voting for and against the Ordinance, and to post in the office of the Clerk of the Board a certified copy of the adopted Ordinance and amendments, along with the names of those Supervisors voting for and against the Ordinance (Government Code section 25124 (b)(1)0.

I.                     CLOSED SESSION

1.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Board of Supervisors to meet in closed session to review the County's position and instruct its designated labor negotiator with respect to the various forms of compensation provided to the County's represented and unrepresented personnel.  Negotiator:  Dan Fulks. Employee Organizations:  American Federation of State, County and Municipal Employees (AFSCME local 1684), Humboldt County Attorneys Association, Humboldt Deputy Sheriffs' Organization (Law Enforcement Non-Management Unit), Humboldt Deputy Sheriffs' Organization (Law Enforcement Management Unit), Elected & Appointed County Officials, and Management & Confidential Employees.

2.                   Conference with Labor Negotiator - Pursuant to Government Code section 54957.6 it is the intention of the Humboldt County Public Authority for In-Home Supportive Services to meet in closed session to review the Public Authority's position and instruct its designated labor negotiators with respect to various forms of compensation provided to the Public Authority's represented and unrepresented personnel. Adjourn as the Humboldt County Board of Supervisors; Convene as the Governing Board for the Humboldt County Public Authority for  In-Home Supportive Services.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on federal legislative advocacy, recent conference attendance and various other topics and take action as may be required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.
