Board of Supervisors

1.                   Certificate Recognizing the Arcata Chamber of Commerce Business Leader of the Year for 2012. (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors ratify authorization for the Chair to sign the Certificate of Recognition.

2.                   Appointment of Hugo Klopper to the Humboldt County Resource Conservation District Board.

RECOMMENDATION: That the Board of Supervisors approve the appointment of Hugo Klopper to fill the remaining term of Walt Giacomini on the Humboldt County Resources Conservation District Board of Directors, expiring on November 30, 2014.

3.                   Letter of Appreciation to Barry McCovey for his service on the Humboldt County Fish and Game Advisory Commission.

RECOMMENDATION: That the Board of Supervisors authorize the Letter of Appreciation.

4.                   Letter of Appreciation to George Nichols for his service on the Humboldt County Fish and Game Advisory Commission.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Letter of Appreciation.

5.                   Letter of Appreciation to Jeff Farley for his service on the Humboldt County Fish and Game Advisory Commission.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Letter of Appreciation.

6.                   Proclaim 2013 as "The Year of the Child". (Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

7.                   Informational Report on the Appointment of Richard Leaman to the Human Rights Commission.

RECOMMENDATION: That the Board of Supervisors receive and file the report.

8.                   2013 Operating Budget for the Humboldt County Fair. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors approve the 2013 Operating Budget for the Humboldt County Fair as submitted.

Clerk of the Board

9.                   Appointment of Clyde Pomeroy to the Humboldt County Area 1 Development Disability Board.

RECOMMENDATION: That the Board of Supervisors appoint Clyde Pomeroy to the Humboldt County Area 1 Developmental Disability Board to fill the open seat with a term expiring March 5, 2016.

10.               Approve the Board Orders from February 26, 2013.

RECOMMENDATION: Approve the Board Orders from February 26, 2013.  Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

County Administrative Office

11.               Update Board Rules.

RECOMMENDATION: That the Board of Supervisors adopt the attached set of revised Board rules.

12.               Linen and Laundry Services Request for Proposal Evaluation and Recommendation for Award.

RECOMMENDATION: That the Board of Supervisors authorize the Purchasing Agent to execute an umbrella contract with Mission Linen Supply for linen and laundry services, substantially in the form of the sample umbrella agreement attached to the Request for Proposal, Exhibit C, upon approval as to form by County Counsel and Human Resources Risk Management for an initial contract period of five years; authorize the Purchasing Agent to execute individual Contractor service agreements to establish an initial level of services for each department, division or facility in need of linen and laundry services; and authorize the department heads or their designees to execute subsequent individual Contractor service agreements to increase or decrease services within their department budget limits.

 

Library Services

13.               Acceptance of NorthNet Library System Innovation Grant in the amount of $13,700 and supplemental budget (4/5 vote required).

RECOMMENDATION: That the Board of Supervisors approves acceptance of NorthNet Library System (NLS) Innovation Grant award in the amount of $13,700 and approve attached Supplemental Budget in the amount of $13,700.

Planning

14.               Approve the revised job class specification for job class of Plan Checker I/II (salary range 416/426, class 0317).

RECOMMENDATION: That the Board of Supervisors approve the revised job class specifications for the 37.5 hour job class of Plan Checker I/II (salary range 416/426, cless 0317) effective immediately.

Public Works

15.               Purchase of an Excavator and Authorization to Enter into a Lease/Purchase Agreement.

RECOMMENDATION: That the Board of Supervisors:  Authorize the lease/purchase of an excavator; Authorize the Purchasing Agent to enter into a lease agreement with Umpqua Bank; Approve the appropriation transfer to fund the lease payments for the remainder of the fiscal year; and Approve the donation of the excavator to the Roads Heavy Equipment Internal Service Fund (ISF).

D.                  SPECIAL PRESENTATIONS

1.                   Sunshine Week Proclamation - March 10th -16th, 2013. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

2.                   Resolution for 75th Annual Redwood Region Logging Conference. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors adopt the Resolution.

3.                   Proclamation for Arbor Week.

RECOMMENDATION: That the Board of Supervisors adopt the Proclamation.

County Administrative Office

1.                   Presentation of Outline of the Draft Medical Marijuana Outdoor Cultivation Ordinance and Community Meetings on the Outline.

RECOMMENDATION: That the Board of Supervisors review the Outline of the Draft Medical Marijuana Outdoor Cultivation Ordinance (Attachment 1), make any desired modifications, and direct staff to schedule community meetings to gather input regarding the Outline.

1.                   Conference with Legal Counsel - Existing Litigation pursuant to Government Code section 54956.9 subd.(d)(1); County of Colusa, et al. v. Toby Douglas, in his official capacity as Director of Department of Health Care Services of the State of California, et al.; Sacramento County Superior Court Case No. 34-2012-80001053.

1.                   County Administrative Officer Report:  State Legislative Update and Various Other Topics.

RECOMMENDATION: That the Board of Supervisors receive an oral report from the County Administrative Officer on State legislative advocacy, and various other topics, and take action as may be required.

N.                  ADJOURNMENT
