1.                   Informational Report on the Reappointment of Ralph Faust to the Humboldt County Planning Commission Representing the 3rd District. (Consent) (Supervisor Mark Lovelace)

RECOMMENDATION: That the Board of Supervisors receive and file the report.

Board of Supervisors

1.                   Proclaim Monday, January 21, 2013 as Martin Luther King, Jr. Day in Humboldt County. (Supervisor Rex Bohn and Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors ratify authorization for the Chair to sign.

2.                   Letter of Support for Caltrans Climate Change and Extreme Weather Vulnerability Assessment and Adaptation Options Analyses Solicitation for Pilot Project. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors ratify authorization for the Chair to sign the letter of support.

3.                   Informational Report on the Appointment of Alan Bongio to the Humboldt County Planning Commission Representing the 1st District. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors receive and file the report.

4.                   Letter of Appreciation to Walt Giacomini for his service on the Humboldt County Resource Conservation District. (Supervisor Ryan Sundberg)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letter of appreciation.

5.                   Informational Report on the Appointment of Carol Larsen to the Human Rights Commission representing District 1. (Supervisor Rex Bohn)

RECOMMENDATION: That the Board of Supervisors receive and file the report.

6.                   Letter of Support for Lost Coast Redwood and Salmon Initiative. (Supervisor Mark Lovelace and Supervisor Estelle Fennell)

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letter of support.

Clerk of the Board

7.                   Approve the Board Orders from January 22, 2013.

RECOMMENDATION: Approve the Board Orders from January 22, 2013.  Authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

County Administrative Office

8.                   Emergency Solution Grant Certification of Local Approval.

RECOMMENDATION: That the Board of Supervisors authorize the County Administrative Officer to sign the Certification of Local Approval for Emergency Solution Grants (ESG).

County Clerk-Recorder

9.                   Biennial Conflict of Interest Code Special and School Districts.

RECOMMENDATION: That the Board of Supervisors approve the recommended changes being made by Humboldt no. 1 Fire Protection District and the McKinleyville Community Services District.

Health and Human Services - Administration

10.               Medi-Cal Managed Care

RECOMMENDATION: That the Board of Supervisors authorize the Chair to send a letter to California Health and Human Services Agency Secretary Diana Dooley reiterating support for a County Organized Health System (COHS) model of Medi-cal managed care and requesting Humboldt County be removed from the Request for Application process to pursue a COHS.

Health and Human Services - Social Services Branch

11.               Approve the option to extend the Lease Agreement with Rosemarie Dinsmore.

RECOMMENDATION: That the Board of Supervisors:  Approve the option to extend the Lease Agreement (Attachment 1) at 1711 Third Street with Rosemarie Dinsmore for the period of February 1, 2013 through January 31, 2014;  Direct the Clerk of the Board to return one executed Board agenda item to the Public Works Real Property Agent; and Authorize the Public Works Real Property Agent to send a letter notifying Rosemarie Dinsmore that the County is exercising the option to extend the lease for an additional one year term, from February 1, 2013 through January 31, 2014.

12.               Approve Agreement with Changing Tides Family Services to assist with CalFresh Outreach and support activities.

RECOMMENDATION: That the Board of Supervisors:  Approve Agreement with Changing Tides Family Services to assist the Department of Health and Human Services to increase utilization of CalFresh benefits by eligible households;  Authorize the Chair to execute three (3) copies of the Agreement (Attachment 1); and Direct the Clerk of the Board to route two (2) fully executed copies of the Agreement to the Department of Health and Human Services (DHHS)-Social Services Administration.

Library Services

13.               One Day Change in the Humboldt County Library's Bookmobile Schedule.

RECOMMENDATION: That the Board of Supervisors approve a temporary one day change in the schedule of the Bookmobile for February 2013.

Public Works

14.               Pay Differential for Brooke Epperly, Fiscal Assistant II.

RECOMMENDATION: That the Board of Supervisors authorize the continuance of the temporary increase in compensation of ten (10) salary ranges for Brooke Epperly, Fiscal Assistant II from January 20, 2013 and continuing through June 24, 2013 or until the Public Works Dispatcher returns, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).

15.               Remedial Excavation at the Loleta Maintenance Station and Contaminated Soil Disposal, Project #737124 Change Order No. 1 (4/5 vote required).

RECOMMENDATION: That the Board of Supervision authorize the Public Works Director to sign Change Order No. 1 for $42,089.46, a cost increase adjustment in the work associated with remedial excavation and contaminated soil disposal at the Loleta Maintenance Station by NRC Environmental Services.

16.               Remedial Excavation at the Former Sign Yard Facility and Contaminated Soil Disposal Project #737650 Change Order No. 1 (4/5 vote required).

RECOMMENDATION: That the Board of Supervisors authorize the Public Works Director to sign Change Order No. 1 for $28,243.02, a cost increase adjustment in the work associated with remedial excavation and contaminated soil disposal at the Former Sign Yard Facility by NRC Environmental Services.

D.                  SPECIAL PRESENTATIONS

1.                   Humboldt County Convention & Visitors Bureau Annual Report for 2012. (Supervisor Virginia Bass)

RECOMMENDATION: That the Board of Supervisors hear the report and take appropriate action, if required.

1.                   Presentation by Humboldt County health Officer Dr. Donald Baird on Health Effects of Climate Change.

RECOMMENDATION: That the Board of Supervisors hear the presentation and take appropriate action, if required.

Department of Health and Human Services

1.                   The Patient Protection and Affordable Care Act of 2010 and Medi-Cal Managed Care.

RECOMMENDATION: That the Board of Supervisors receive and file a report from the Department of Health and Human Services on the status of health care reform implementation and Medi-Cal managed care.

2.                   Report of Current and Projected Vacancies on Humboldt County Appointed Committees, Commissions and Boards through June 30, 2013.

RECOMMENDATION: That the Board of Supervisors review and file the report.

1.                   Unmet Transportation Needs

RECOMMENDATION: That the Board of Supervisors:  Open the Public Hearing and receive the staff report and allow the public to comment on transit needs in the unincorporated areas of the County; and Close the public hearing and direct the Clerk of the Board to forward; (a) meeting minutes and any recommendations tot he Humboldt County Association of Governments (HCAOG) for inclusion in their hearing, and (b) suggestions and comments raised during the public hearing.
