2.                   Continuation of Local Emergency--Caused by Flooding and Wind (Supervisor Smith)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No 03-06, remains in effect until April 22, 2003.

3.                   Board Order from the Meeting of February 13, 2003

RECOMMENDATION: Approve the Board Order, and authorize Chair and Clerk of the Board to sign minute book.

4.                   Appointment of Ken Stiver, M.D. as Hospital Administration Representative to the Emergency Medical Care Committee

RECOMMENDATION: Approve appointment with term to expire on June 30, 2003.

County Administrative Office

5.                   Agreement with Hinderliter, deLlamas and Associates for Sales Tax Services

RECOMMENDATION: Authorize Chair to sign agreement.

6.                   Request to Adopt a Policy to Prohibit Membership on a Board-Appointed Committee Commensurate with Service on the Grand Jury

RECOMMENDATION: Approve request.

7.                   Request for Exemptions to the Hiring Freeze for the Following Vacant Positions:Fiscal Assistant I/II (Child Support Enforcement); Economic Development Specialist (Community Development Services); Maintenance Custodian (Mental Health); Nurse (Public Health); and Department Programmer/Analyst (Public Health)

RECOMMENDATION: Approve request.

RECOMMENDATION: Approve contract with the Redwood Community Action Agency.

12.               Amendment to Agreement with Butte County for Targeted Case Management and Medi-Cal Administrative Activities Participation Fees

RECOMMENDATION: Approve amendment.

Health and Human Services - Social Services Branch

13.               Lease with the Hoopa Valley Tribe for Staff and Office Space at the K'Ima:w Medical Center

RECOMMENDATION: Extend lease to July 31, 2004.


14.               Request for Approval of the Revised Class Description for Sheriff's Captain

RECOMMENDATION: Approve request.




15.               Request for Extending the Temporary Increase in Compensation for Juvenile Corrections Officer Stephani Duxbury

RECOMMENDATION: Approve request.


16.               Contract with G. H. Smith, Emergency Management Planners, for Reviewing, Revising, and Create Emergency Operations Plans for Humboldt County and all Operational Area Cities and Contingency Plans for Humboldt County

RECOMMENDATION: Approve contract, and supplemental budget ($26,895),

3.                   Rules and Regulations Governing the General Relief Program in Humboldt County; Maximum General Relief Allowances

RECOMMENDATION: Direct that the maximum monthly General Relief allowance for a single individual shall remain at $303.Direct that the maximum monthly General Relief allowance for a couple shall remain at $405.Adopt Resolution No. 03-____.


1.                   Reports on Board Member Travel at County Cost and Meeting Attendance

RECOMMENDATION: Receive oral reports, and take appropriate action (if required).

2.                   Potential or Proposed Big Box Retail Development in Humboldt County

RECOMMENDATION: Send letter to the Coastal Commission in support of the Target Corporation's application for a Coastal Development Permit.

1.                   Declaring the Week of April 6-13, 2003, as The Week of the Young Child and Annual Report from the Humboldt Association for the Education of Young Children (Supervisor Geist)

RECOMMENDATION: Adopt proclamation, and hear report.
