1.                   Continuation of Emergency - Transmission of Disease Through Contaminated Needle Use (Supervisor Smith)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No. 2000-14, remains in effect until May 6, 2003, allowing the Public Health Branch to continue a needle-exchange program.

2.                   Letter Requesting Appointment of Supervisor Jill Geist as Alternate to the Trinity Adaptive Management Working Group (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign the letter.

3.                   Appointment of Jill Geist as an Alternate Member to the Five-County Conservation Plan and Salmon Restoration Commission (Supervisor Smith)

RECOMMENDATION: Send letter of support to Mr. Mark Lancaster, Trinity County Planning Department.

4.                   Appointment of Rex Rathbun as Commissioner for the Petrolia Fire Protection District (Supervisor Smith)

RECOMMENDATION: Approve appointment.

5.                   Letter to the Chairs of the Senate and Assembly Budget Committees Urging Them to Reject the Governor's Proposal of Cuts to the California Department of Food and Agriculture's Bio-Controls and Weed and Vertebrate Program's 2003-04 Budget (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign the letter.

RECOMMENDATION: Accept the Avigation Easement to the County of Humboldt executed by William Patrick Harger for the benefit of the Arcata-Eureka Airport.

19.               Raymond Shannon Overflight Easement; Assessor's Parcel No. 511-122-30, McKinleyville Area

RECOMMENDATION: Accept the Overflight Easement to the County of Humboldt executed by Raymond Shannon for the benefit of the Arcata-Eureka Airport.

20.               Request to Set Hearing Date for Unmet Transportation Needs

RECOMMENDATION: Schedule a public hearing on Tuesday, May 13, 2003, at 1:30 p.m.

21.               Supplemental Lease Agreement with the Transportation Security Administration for Break Room Space and Office Space at the Arcata-Eureka Airport

RECOMMENDATION: Authorize Chair to sign and initial the supplemental lease agreement.

22.               Supplemental Budget in Sheriff's Budget 1100 243 to Pay for Upgrade to Electronic Door in Correctional Facility

RECOMMENDATION: Adopt a supplemental budget of $1,700.

RECOMMENDATION: Designate the Arcata-Eureka Airport in McKinleyville site as the future home of the Humboldt Animal Care Facility.Direct staff to pursue permits for the Arcata-Eureka Airport and Spruce Point sites, and report back to the Board when appropriate.
