41.               Funding from the Drug Enforcement Administration (DEA) for the Eradication of Marijuana

RECOMMENDATION: Accept funding by authorizing the Chair to sign Agreement No. 2003-16 with the DEA.

RECOMMENDATION: SITTING AS THE BOARD OF COMMISSIONERS OF COUNTY SERVICE AREA NO. 4: 1)adopt Resolution No. 03-55, calling for a property owner's election to approve an increase of the special assessment for fire protection and prevention services; 2)direct staff to conduct a mail election by sending a Notice of Public Hearing and ballot for, or against, the special assessment to affected property owners; 3)direct the Clerk of the Board to schedule a public hearing no less than 45 days after the notices and ballots have been mailed in order to tabulate the votes and to take public comment; 4)adopt a resolution at the conclusion of said public hearing if the increase is approved by the voters; and 5)†† authorize the Chair to sign seven copies of the contract with the California Department of Forestry for fire suppression services for Fiscal Year 2003-04 if the increase is approved by the voters.
