18.               Proposal to Move the Animal Control and Shelter Functions from the Agricultural Commissioner to the Sheriff Effective January 1, 2004

RECOMMENDATION: Approve proposal, and direct the Agricultural Commissioner and the Sheriff to work together on this transition, and bring a transition plan back to the Board.

RECOMMENDATION: Award the project to Danco Builders of Arcata.


40.               Request to Authorize the Sheriff's Office to Apply to the State Criminal Alien Assistant Program for Reimbursement by Accepting All Assurances and Certifications Contained in the On-Line Application

41.               Funding from the Drug Enforcement Administration (DEA) for the Eradication of Marijuana

RECOMMENDATION: Accept funding by authorizing the Chair to sign Agreement No. 2003-16 with the DEA.

42.               Request to Declare Two Diesel Generators (With Trailers) as Surplus

RECOMMENDATION: Approve request, and authorize the Purchasing Agent to sell the generators to the Federal Aviation Administration for one dollar ($1.00) each.

3.                   Assessment for Fire Protection Services in the Trinidad Area

RECOMMENDATION: SITTING AS THE BOARD OF COMMISSIONERS OF COUNTY SERVICE AREA NO. 4: 1)adopt Resolution No. 03-55, calling for a property owner's election to approve an increase of the special assessment for fire protection and prevention services; 2)direct staff to conduct a mail election by sending a Notice of Public Hearing and ballot for, or against, the special assessment to affected property owners; 3)direct the Clerk of the Board to schedule a public hearing no less than 45 days after the notices and ballots have been mailed in order to tabulate the votes and to take public comment; 4)adopt a resolution at the conclusion of said public hearing if the increase is approved by the voters; and 5)†† authorize the Chair to sign seven copies of the contract with the California Department of Forestry for fire suppression services for Fiscal Year 2003-04 if the increase is approved by the voters.
