RECOMMENDATION: Authorize Chair to sign letter to the North Coast Regional Water Quality Control Board.

RECOMMENDATION: Approve request.

2.                   Hiring Freeze Exemptions

RECOMMENDATION: Grant exemptions for the following positions: Child Support Specialist I/II; Office Assistant I (Public Health Branch); and Juvenile Corrections Officer.

General Services

3.                   Request for $15,000 Supplemental Budget for the Purchasing Division to Cover Air Travel Through the End of the Current Fiscal Year

RECOMMENDATION: Approve request.

Health and Human Services - Mental Health Branch

4.                   First Amendment to the Combined Negotiated Net Amount and Drug Medi-Cal Contract for Fiscal Year 2002-03

RECOMMENDATION: Approve amendment.

5.                   Request for $2,100 Supplemental Budget for Infant, Preschool, and Family Mental Health Initiative Grant Award for Clinical Services

RECOMMENDATION: Approve request, and approve associated service agreement invoice.

Health and Human Services - Social Services Branch

6.                   Request to Establish New Line Items and Fixed-Asset Accounts; and Approval of a Supplemental Budget in Department 510

RECOMMENDATION: Approve request.

7.                   Request for Temporary Increase in Pay for E. Bartram, Eligibility Worker III

RECOMMENDATION: Approve request effective May 24, 2003, and continuing until such time as the supervisor's position is filled.

Public Works (PW)

8.                   Agreement with the Eel River Watershed Improvement Group for Bank Stabilization/Habitat Restoration Project Within the Van Duzen County Park

RECOMMENDATION: Approve agreement, and authorize PW staff to seek funding sources for said project.

9.                   Ordinance Amending Section 431-65 of Chapter 1, Division 3, of Title IV of the Humboldt County Code, Relating to Parking on Murray Road in McKinleyville

RECOMMENDATION: Introduce ordinance by title, waive first reading, and set the ordinance for adoption at least one week away.

Sheriff

10.               Request for $600 Supplemental Budget for Materials to Build a Fuming Cabinet for the Sheriff's Office ID Section

RECOMMENDATION: Approve request.

11.               Request to Authorize Sheriff to Sign a Software License Agreement and Maintenance Agreement with Softcode, Inc.

RECOMMENDATION: Approve request.

D.                  PUBLIC APPEARANCES--9:05 A.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers voluntarily sign the sheet at the front doors of the Chambers by 9:00 a.m.

4.                   Presentation from the Human Services Cabinet Regarding the Report "Humboldt County Strategic Prevention Plan"

RECOMMENDATION: Hear presentation, and receive and file a copy of the plan.

Public Works

1.                   Unmet Transportation Needs

RECOMMENDATION: Forward any recommendations to the Humboldt County Association of Governments for inclusion in their hearing.

I.                    ADJOURNMENT

Persons wishing to file documentation on any agenda item for the official record must submit an original and nine (9) copies of each document to the Clerk of the Board of Supervisors, Room 111 of the County Courthouse, 825 5th Street in Eureka (476-2384).
