RECOMMENDATION: Authorize Chair to sign letter of appreciation.

2.                   Letter in Support of Sheriff's Department Organizational Enhancement Demonstration Project for Sheriff's Citizens of Patrol (SCOP) (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter of support to the U. S. Department of Justice.

3.                   Letter of Support for Sheriff's Department's Grant Proposal: Community Response to Youth Gangs Project. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter of support to the U. S. Department of Justice.

4.                   Letter in Support of the Shelter Cove Breakwater Rehabilitation Project. (Supervisors Smith and Rodoni)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

8.                   Resolution of Commendation for Mary Beth Wolford on Her Retirement from the Humboldt Senior Resource Center (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution

9.                   City of Trinidad's General Municipal Elections to be Held on the Day of the Statewide General Elections (Supervisor Geist)

RECOMMENDATION: Direct Elections to move the City of Trinidad's Municipal Elections to the day of Statewide General Elections.

10.               Support for North Coast Schools' Insurance Group Emergency Response and Crisis Management Grant (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign statement of support.

11.               Board Orders from the Meeting of June 3, 2003

RECOMMENDATION: Approve the Board Orders, and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Section 25103.

12.               Agreement to Provide County Staffing Services for the Local Agency Formation Commission (LAFCo)

Health and Human Services - Mental Health Branch

16.               Second Amendment to the Agreements with Remi Vista Inc. (Eureka) and Remi Vista, Inc. (Redding) for Fiscal Year 2002-2003 and 2003-2004, and Humboldt Child Care Council for Fiscal Years 2001-2002 to 2002-2003 for Therapeutic Behavioral Services for Medi-Cal Beneficiaries

RECOMMENDATION: Approve amendments.

17.               Reappointment to the Alcohol and Drug Advisory Board

RECOMMENDATION: Reappoint Ted Ostrow with term to expire on June 30, 2006.

21.               Resolution for the Implementation of Overdue Fines

RECOMMENDATION: Adopt Resolution No. 03-__.

22.               Grant from the California State Library to Attend a Conference at the Cerritos Public Library

RECOMMENDATION: Accept grant of $654.

23.               Request for Adoption of the Fiscal Year 2003-04 Regional Facility Daily Detention Bed Rate for All Referring Counties ($111.59)

RECOMMENDATION: Approve request.

Public Works

24.               Lease Modification Agreement with the Federal Aviation Administration for Lease No. DTFA08-98-L-18570; Runway Visual Range Touch Down Facilities at the Arcata-Eureka Airport

RECOMMENDATION: Amend current Lease Agreement to reflect the correct physical location of the navigational aid facilities.

25.               Lease Modification Agreement for Lease No. DTFA08-98-L-18566 with the Federal Aviation Administration; Runway Visual Range Rollout Facilities at the Arcata-Eureka Airport

RECOMMENDATION: Amend the current Lease Agreement to reflect the correct physical location of the navigational aid facilities.

Sheriff

26.               Grant Proposal to the Department of Justice, COPS Office, for a Community Response to Youth Gangs Project

RECOMMENDATION: Authorize the Chair and the Sheriff to sign the necessary documents for filing the grant application.

27.               Grant Proposal to the Department of Justice, Office of Community-Oriented Policing Services, for an Organizational Enhancement Demonstration Project

RECOMMENDATION: Authorize the Chair and the Sheriff to sign the neccessary document for filing the grant application.

28.               Second Amendment to the Memorandum of Understanding (MOU) with the Humboldt State University Foundation Center for Applied Social Analysis and Education (CASAE)

RECOMMENDATION: Approve amendment, which extends MOU to March 31, 2004.

Veterans

29.               Request to Authorize the Chair to Sign the Intention of Humboldt County to Participate in the Medi-Cal Cost-Avoidance Program and the Subvention Program

RECOMMENDATION: Approve request.

RECOMMENDATION: Adopt the CAO-Recommended Budget, as may be modified, as the proposed budget for Fiscal Year 2003-04.Approve the submitted Personnel Allocation Schedule.Take other action as appropriate.

Community Development Services

4.                   Appointment of Members to the Williamson Act Advisory Committee

RECOMMENDATION: As specified in the Board Resolution forming the Committee, appoint five members to serve on the Committee, with the Directors of the Community Development Services and Assessor Departments, or designees, to serve as ex officio, non-voting members.

Public Authority for In-Home Supportive Services

5.                   Agreement with the Area 1 Agency on Aging for a Care-Provider Registry at a Cost of $146,667

RECOMMENDATION: SITTING AS THE PUBLIC AUTHORITY FOR IN-HOME SUPPORTIVE SERVICES, approve said agreement.

2.                   Red Cap Road (8Q100) Right of Way Acquisition; Eminent Domain

RECOMMENDATION: Find that the public interest and necessity require the proposed project.Find that the property described in the submitted Exhibit 1 is necessary for the proposed project.Find that the proposed project is planned or located in the manner that will be most compatible with the greatest public good and the least private injury.Find that a portion of the property to be acquired is a remnant and, although a necessary component of the project itself, is also being acquired pursuant to Code of Civil Procedure 1240.410.Find that the offer required by Government Code 7267.2(a), together with the accompanying statement of the basis for the amount established as just compensation, was made to the owners of record, which offer and accompanying statement/summary were in a form and contained all the factual disclosures provided by Government Code 7267.2(a).Find that all conditions and statutory requirements necessary to exercise the power of eminent domain ("the right to take") to acquire the property described herein have been complied with by the County of Humboldt.Adopt the Resolution of Necessity (No 03-__).
