1.                   Agreement to Provide Funding for Pest Detection and Prevention Activities Related to an Insect Pest Known as the Glassy-Winged Sharpshooter

RECOMMENDATION: Approve agreement with the California Department of Food and Agriculture.

2.                   Request to Establish and Overtime Line Item for Fiscal Year 2002-03

RECOMMENDATION: Approve creation of line item

Board of Supervisors

3.                   Expansion of the Williamson Act Advisory Committee (Supervisor Smith)

RECOMMENDATION: Withdrawn from agenda (may be brought back at a future meeting).

4.                   Beer and Wine License for 10 Hufford, Orick (Formerly the Lumberjack Bar) (Supervisor Geist)

RECOMMENDATION: Determine license does meet public convenience criteria, and authorize Chair to sign letter of determination to Alcohol and Beverage Control.

5.                   Letter of Appreciation to Senator Dianne Feinstein for Her Assistance with Klamath River Basin Issues (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign a letter of appreciation.

6.                   Letters Requesting Senators Feinstein and Boxer's Assistance and Support of Federal Legislation to Implement the Trinity Record of Decision (Supervisor Geist)

RECOMMENDATION: Ratify authorization of the Chair's signature on letters to Senators Feinstein and Boxer.

Community Development Services

7.                   Resolution Authorizing the Submittal of a CalHome Program Grant Application to State of California Housing and Community Development for an Allocation ($500,000) to Fund an Owner-Occupied Housing Rehabilitation Program, and Authorization for the Community Development Services Director, or the County Administrative Officer to Sign the Application and Grant-Related Documents and Contracts

RECOMMENDATION: Adopt Resolution No. 03-__.

8.                   Hiring Freeze Exemptions

RECOMMENDATION: Grant exemptions for the following vacant positions:  Environmental Health Specialist I; Public Health Microbiologist I/II; supervising Mental Health Clinician; Deputy Public Defender I; and Correctional Supervisor.

9.                   Ordinance Amending/Repealing Various Sections of the Humboldt County Code

RECOMMENDATION: Adopt Ordinance No. ____.

General Services

10.               Purchase of New Voice Mail System at the Department of Public Works

RECOMMENDATION: Adopt supplemental budget ($3,687) toward the purchase of a new system.

Health and Human Services - Mental Health Branch

11.               Long-Term Care for the Mentally Ill for Fiscal Year 2003

RECOMMENDATION: Authorize Chair to sign agreement with Merced Manor.

12.               Cooperative Agreement with the California Department of Rehabilitation for the Provision of Employment and Independent-Living Services for Persons with Severe Psychiatric Disabilities

RECOMMENDATION: Approve agreement by adopting Resolution No. 03-__.

13.               Final Amendment to the Combined Negotiated Net Amount and Drug Medi-Cal Contract for Fiscal Year 2002-03

RECOMMENDATION: Approve final amendment.

Health and Human Services - Public Health Branch

14.               Amendment to Contract with the California Department of Justice for Participation with Health and Safety 11550 Toxicology Program

RECOMMENDATION: Approve amendment to standard agreement for increase in drug-testing fees charged by the Bureau of Forensic Services Toxicology Laboratory.

15.               Purchase of a Computer System for the Medical Marijuana Identification Cards Program

RECOMMENDATION: Approve purchase ($5,000).

16.               Resolution in Support of Senate Bill 20 (Sher)--Hazardous E-Waste Recycling Bill

RECOMMENDATION: Adopt Resolution No. 03-__, and authorize Chair to sign letters of support.

Health and Human Services - Social Services Branch

17.               Fourth Year Modification to the Workforce Investment Act Local Five-Year Plan

RECOMMENDATION: Authorize the Chair to sign the modification to the plan.

18.               Transfer of Funds in Budget Unit 581 to Cover Work Experience Wages Budgeted to an Incorrect Object Account

RECOMMENDATION: Approve transfer of $544,000.

19.               Lease with Robin Arkley for Office Space at 231 Second Street in Eureka for Child Welfare Services Visitation

RECOMMENDATION: Approve lease at a monthly cost of $1,793.75.

Library Services

20.               Request for Supplemental Budget ($1,883) for Receiving a Total of $1,683 in Donations from Individuals and Groups and a $200 Refund Check from a Vendor

RECOMMENDATION: Adopt supplemental budget.

21.               Request for Approval of Change in Open Hours for Specified Library Branches for Wednesday, December 24, 2003; and Wednesday, December 31, 2003

RECOMMENDATION: Approve request.

22.               Request to Accept a $1,000 Grant from the National Endowment for the Arts and American Library Association

RECOMMENDATION: Approve request.

Public Works

23.               Resolution Authorizing the Department of Public Works to Enter into Four Agreements with the California Department of Fish & Game for the Construction of Fish Migration Barrier Removal Projects at Stansberry Creek, Saunders Creek, Gibson Creek, and Stanley Creek

RECOMMENDATION: Adopt Resolution No. 03-__.

Community Development Services

1.                   Resolution Approving the Application for a $400,000 Community Development Block Grant from the Economic Development Allocation Enterprise Fund to Provide Funding for Micro-Enterprise Assistance

RECOMMENDATION: Adopt Resolution No. 03-__, and authorize the Director of Community Development Services to execute the grant agreement, as well as any amendments and related agreements with the State of California for purposes of this grant.
