1.                   Reverse Supplemental Budget in Sheriff's Budgets to Compensate for the Loss of Rural County Law Enforcement Funds

RECOMMENDATION: Approve reverse supplemental budget, establish two new revenue accounts, disallocate a full-time Senior Legal Office Assistant effective November 8, 2003, and authorize the Personnel Department to initiate the layoff process for the disallocated position..

1.                   Request to Adopt Policy that the Samoa Fire Protection District, Having Unanimous Approval of that District's Board, May Schedule Their District Audits on a Two-Year Interval in Accordance with California Government Code 26909(f)

RECOMMENDATION: Adopt policy.

2.                   Master Payroll Clearing Transfer

RECOMMENDATION: Adopt necessary appropriation transfer.

Board of Supervisors

3.                   Resolution Authorizing the Humboldt County Administrative Officer to Execute an Application to the California Energy Commission Energy Partnership Program for Technical Assistance in Identifying Energy Efficiency Improvements   (Supervisor Woolley)

RECOMMENDATION: Adopt the Resolution.

4.                   Proclaim September 17-23, 2003 as Constitution Week   (Supervisor Neely)

RECOMMENDATION: Ratify the Proclamation.

5.                   Continuation of Emergency--Transmission of Disease Through Contaminated Needle Use   (Supervisor Smith)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No. 2000-14, remains in effect until October 28, 2003, allowing the Public Health Branch to continue a needle-exchange program.

6.                   Letter to Wes Pratt, Director California Conservation Corps Urging Reconsideration of the Closure of the Del Norte Center   (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter to Director of California Conservation Corps urging reconsideration of the closure of the Del Norte Center.

Community Development Services

7.                   Resolution Approving Five WIA Youth Contracts, Which Provide Youth Services to Five Geographic Regions Covering All of Humboldt County from August 1, 2003, to July 31, 2004

RECOMMENDATION: Adopt Resolution No. 03-__, and authorize Chair to execute contracts.

8.                   Resolution Amending Resolution No. 95-27 to Correct Error in Legal Description for the Forsell/WrightSarvinski/Culbertson Agricultural Preserve

RECOMMENDATION: Adopt Resolution No. 03-__, and authorize the Chair to execute the Amendment to Land Conservation Contract to Correct Error in Legal Description.

County Administrative Office

9.                   Request to Schedule a Public Hearing on Tuesday, October 28, 2003, at 1:30 p.m. for Consideration of Adoption of an Ordinance Updating the Humboldt County Schedule of Fees and Charges

RECOMMENDATION: Approve request.

10.               Request for Exemptions to the Hiring Freeze

General Services

11.               Supplemental Budget for the Purchase of Two New Mobile Radios for the Sheriff's Department

RECOMMENDATION: Adopt supplemental budget ($4,350).

12.               Request for a Supplemental Budget ($11,902) and a Transfer from Contingency ($126,024) for the Building Maintenance Division to Fund the Unanticipated Increase in the Cost of Utilities for Fiscal Year 2002-03

14.               Agreement with North Coast Clinics Network for Providing Assistance to Needy Families So Their Children May be Cared for in Their Own Homes or the Homes of Needy Relatives

RECOMMENDATION: Authorize Chair to execute agreement.

15.               Request to Purchase an Epson DFX8500 Dot Matrix Printer, Including an Extended Warranty, for Printing 3000 Benefit Warrants for Temporary Assistance for Needy Families on a Monthly Basis

RECOMMENDATION: Approve purchase ($3,000).

16.               Contracts in the Amounts of $69,600 and $8,700 with the University of California, Davis, for the Provision of Staff Training

17.               Agreement for $100,000 with Alcohol Drug Care Services, Inc. for Operation of a Winter Shelter Between December 1, 2003, and March 31, 2004

RECOMMENDATION: Designate a Board Member to participate in the Firewise Workshop, give a brief welcome at the opening, and authorize the Chair to sign letters requesting the participation of Trinity, Mendocino, Siskiyou, and Del Norte Counties in the Firewise Workshop.
