Agricultural Commissioner

1.                   Agreement with the California Department of Food and Agriculture for Receiving Subventions, Which Will be Used to Conduct an A-Rated Roadside Noxious Weed Survey

RECOMMENDATION: Authorize Chair to sign Agreement No. 03-0577, and adopt associated supplemental budget ($10,000) for Budget Unit 263 (Pest Detection).

2.                   Agreement with the California Department of Food and Agriculture for Receiving Funding for Participation in the Federal/State-Mandated Oak Mortality Disease Regulatory Inspection Activities

RECOMMENDATION: Authorize Chair to sign agreement, and adopt associated supplemental budget ($23,403).

Board of Supervisors

3.                   Request to Declare That a Local State of Emergency, Per Resolution No. 2000-14, Remains in Effect Until December 9, 2003, Allowing the Department of Public Health to Continue a Needle-Exchange Program (Supervisor Smith)

RECOMMENDATION: Approve request.

4.                   Certificate of Appreciation to Larry O. Doss for His Service on the Humboldt No. 1 Fire Protection District Board of Directors (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign Certificate of Appreciation for Larry O. Doss.

5.                   Letter of Appreciation to Jeff Smith on His Resignation from the Headwaters Fund Board (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

6.                   Letter of Appreciation to Ed Salsedo on His Resignation from the Orick Design Control Committee (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

7.                   Consent to Dissolve the Humboldt/Del Norte Coastal Dune Weed Management Area (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign Consent to Dissolve the Humboldt/Del Norte Coastal Dune Weed Management Area and Inclusion of Humboldt County as a signatory to the Humboldt-Del Norte County Weed Management Area.

8.                   Resolution of Commendation to Jeanne Milligan for Her Service to the Weott Community Services District Board (Supervisor Rodoni)

9.                   Resolution of Commendation to Harry Pritchard for His Service on the Weott Community Services District Board (Supervisor Rodoni)

RECOMMENDATION: Approve request.

11.               Request to Fly Retirement Flag at Humboldt County Courthouse

RECOMMENDATION: Authorize request to fly retirement flag of Senior Chief Roland (SCW), and authorize Chair to sign certificate.

12.               Exemptions to the Hiring Freeze

RECOMMENDATION: Approve exemptions to the hiring freeze as included in the report.

County Clerk-Recorder

13.               District Attorney Recall Election

RECOMMENDATION: Accept the Certificate of Sufficiency, and direct staff to consolidate the election for the recall of District Attorney Paul Gallegos with the March 2, 2004, Presidential Primary Election.

14.               Appointment of Special District Directors

RECOMMENDATION: Appoint specified individuals to special district governing boards as specified in submitted report.

General Services

15.               Supplemental Budget for Moving Courthouse Antennas

RECOMMENDATION: Adopt supplemental budget of $1,556 for said move (funds transferred from the Radio Capitalization Fund).

16.               First Amendment to Lease with Kramer Properties, Inc. for Health and Human Services' Office Space at 507 F Street in Eureka

RECOMMENDATION: Approve first amendment, authorize the Clerk of the Board to execute the Tenant Estoppel provided by bond Street Capital Corporation, and authorize the Clerk of the Board to execute the Subordination, Non-Disturbance, and Attornment Agreement provided by Bond Street Capital Corporation.

Health and Human Services - Mental Health Branch

17.               Request to Extend Lease of Space at 1711 Third Street in Eureka

RECOMMENDATION: Authorize the Real Property Agent to send a notice of extension to Rosemarie Dinsmore, Lessor, extending said lease through January 31, 2005, at a monthly lease cost of $8,833.60.

Health and Human Services - Public Health Branch

18.               Purchase of Thee Computers for the Safe and Drug Free Schools Program

RECOMMENDATION: Approve purchase ($6,600).

Probation

19.               Request for Disallocation of a Senior Probation Officer Position

RECOMMENDATION: Approve request, and authorize Personnel Department to implement disallocation.

Public Works

20.               Construction of a Sidewalk Along the Northern Side of Railroad Drive from McKinleyville Avenue to Central Avenue for Safe Routes to School Project

RECOMMENDATION: Execute agreement with, and accept Easement Deed from, the Pentecostal Church of God of America.

21.               Overflight Easement to the County of Humboldt Executed by Jon and Eva Adams for the Benefit of the Arcata-Eureka Airport; Assessor's Parcel No. 511-281-39

RECOMMENDATION: Accept Overflight Easement.

22.               Request to Purchase a Airport Runway/Taxiway Sweeper Truck for the Aviation Division from GCS Western Power & Equipment in Sacramento

RECOMMENDATION: Approve purchase ($100,000).

23.               Request for Approval of Plans and Specifications for Construction of Sidewalks on Railroad Drive in McKinleyville; Project No. STPLHSR 5904 (047); Contract No. 200800

RECOMMENDATION: Approve request, and hold bid opening on December 9, 2003, at 2: 00 p.m.

24.               Request to Establish a Fixed-Asset Account and Adopt a Supplemental Budget ($785) to Pay a Five Percent (5%) Fair Value Fee for Excess Federal Property

RECOMMENDATION: Approve request.
