Agricultural Commissioner

1.                   Approval by the California Department of Food and Agriculture for a One-Time Expenditure of Weed Management Area Funds for the Purchase of Computer Equipment Intended to Upgrade the Survey and Mapping Capabilities of the Regulatory Weed Program

RECOMMENDATION: Establish fixed-asset for purchase of computer equipment ($3,532).

2.                   Request to Declare That a Local State of Emergency, Per Resolution No. 2000-14, Remains in Effect Until December 16, 2003, Allowing the Department of Public Health to Continue a Needle-Exchange Program   (Supervisor Smith)

RECOMMENDATION: Approve request.

3.                   Appoint Donna Eddings to the Humboldt County Mental Health Board   (Supervisor Woolley)

RECOMMENDATION: Approve the appointment.

4.                   Blue Lake City Council Requests to Consolidate Their Municipal Election, Whether the Office of City Clerk Shall be Appointive, with the Statewide Election of March 2, 2004   (Supervisor Geist)

RECOMMENDATION: Direct Elections to consolidate the City of Blue Lake's Special Municipal Election with the Statewide Election of March 2, 2004.

5.                   Fieldbrook Community Services District Requests a Special Tax Measure for Fire Protection and Emergency Medical Services be Placed on the Ballot for the March 2, 2004 Statewide Election   (Supervisor Geist)

RECOMMENDATION: Direct Elections to place Fieldbrook Community Services District's Special Tax Measure on the March 2, 2004 Statewide Election.

RECOMMENDATION: Approve Joint Timber Management Plan and Guide.

7.                   Exemptions from the Hiring Freeze

RECOMMENDATION: Approve exemptions for the Assessor, Information Services, and H&HS-Mental Health.

8.                   Loleta Lighting District

RECOMMENDATION: Authorize staff to direct PG&E to eliminate seven street lights in the Loleta area.

9.                   Grant Application for Domestic Violence Vertical Prosecution Program

RECOMMENDATION: Authorize Chair to execute Grant Proposal/Award Face Sheet and Certificate of Assurance of Compliance with the Office of Homeland Security/Office of Emergency Services.

10.               Lease Termination Agreement of the Lease Dated May 6, 2003, with Anita Burns, Maxine Holland, and Dorthe Paquette for Operation of the Courthouse Snack Bar

RECOMMENDATION: Authorize Chair to execute Lease Termination Agreement.

11.               Extension of the Cox Cable Television Franchise to December 31, 2004

RECOMMENDATION: Approve extension, and authorize staff to continue to work with the cities and the Buske Cable-Consulting Group to Renegotiate the Cable Franchise Agreement with Cox Cable.

RECOMMENDATION: Appoint two Board Members to work with staff and the public to develop recommendations for the Board of Supervisors' consideration.

I.                     PUBLIC HEARINGS

Community Development Services

1.                   Pierson Plan Amendment and Zone Reclassification; Freshwater Area; File No. 402-261-21, -28; Case No. GPA-01-02

RECOMMENDATION: Adopt Resolution No. 03-__, adopting a Negative Declaration for the project, adopting the Planning Commission's findings; and amending the General Plan (Freshwater Community Planning Area) designation for a 10-acre portion of property to be lot-line-adjusted from Agriculture Exclusive to Agricultural Suburban.  Adopt Ordinance No. ____, amending Section 311-7 of the Humboldt County Code by reclassifying the 10-acre portion of the subject property from Agriculture Exclusive (160-acre minimum parcel size) to Agriculture General.  Direct that a Notice of Determination be filed pursuant to CEQA.

J.                   ADJOURNMENT
