3.                   Lease of 56 Acres at Rohnerville Airport for Boarding Horses

RECOMMENDATION: Approve lease with Rafter L. Stables, a limited-liability company.

4.                   Avigation Easement for the Benefit of the Arcata-Eureka Airport

RECOMMENDATION: Accept Avigation Easement executed by Ronald and Vicki Turner.

5.                   Acceptance of Easement Deed and Summary Vacation of a One-Foot Non-Vehicular Access Strip; Shelter Cove Subdivision; Assessor's Parcel No. 110-281-011

RECOMMENDATION: Accept Easement Deed executed by Wade and Ronda Trabue.Adopt Resolution No. 05-__, summarily vacating an existing one-foot non-vehicular access strip in the Shelter Cove Subdivision.

6.                   Lease for the Pedrazzini County Park Facility

RECOMMENDATION: Approve lease agreement with the California State Lands Commission.



7.                   Pay Differential for David Ryan, Associate Land Surveyor

RECOMMENDATION: Approve a temporary increase in compensation of ten (10) salary ranges for Associate Land Surveyor, David Ryan, for serving as County Surveyor, effective September 26, 2005 until February 28, 2006, or until the County designates a County Surveyor position (whichever occurs first).

8.                   Resolution of Intention to Sell Real Property; Assessor's Parcel No. 200-353-021; Riverwalk Drive, Fortuna

RECOMMENDATION: Adopt Resolution No. 05-63, which sets the minimum bid at $60,000; and sets a public hearing date and time at least three weeks away to receive sealed proposals for the purchase of real property.

9.                   Lease Agreement for Air Commuter Service at the Arcata-Eureka Airport

RECOMMENDATION: Approve lease agreement with Horizon Air Industries, Inc.

1.                   EDWARDS Final Map Subdivision/Planned Unit Development/Lot Line Adjustment/Street Name Assignment Application; Appeals to Set Aside Planning Commission Decision to Approve the Project as Revised by the Commission on July 7, 2005; File No. APN 509-240-37 and -41; Case No. FMS-03-12A; McKinleyville Area

RECOMMENDATION: Uphold the appeal by Koehler/Ajina, uphold the appeal by the Director of Community Development Services, and set aside the Planning Commission approval of the project as revised by the Commission at the July 7, 2005 hearing.Approve the project as conditioned, with said project to result in:a)a 25-lot Planned Unit Development; (b) the extension of Tasi Lane to D Street as a vehicular connection as well as a pedestrian/bicycle trail route; (c) the installation of a median or other traffic-calming device at the entry to the subdivision; and (d) the inclusion of Condition of Approval No. 22, which requires participation in the future widening and improvement of Azalea Avenue.
