1.                   Contract with the California Department of Food and Agriculture for Receiving $25,999.44 in Funding for the Pierce's Disease Control Program

RECOMMENDATION: Approve Contract No. 05-0367, Glassy Winged Sharpshooter Detection Program.

2.                   Contract with the California Department of Food and Agriculture for Pest Exclusion Programs:  Seed Services Program, Nursery Stock Inspections, and Sudden Oak Death

RECOMMENDATION: Approve Agreement No. 05-0424 for receiving $43,487.94 in funding.

6.                   Temporary Increase in Compensation for Computer Operation and Production Supervisor, Senior Systems Programmer Analyst, and System Support Technician II

RECOMMENDATION: Approve continued temporary increase in compensation for Computer Operation and Production Supervisor, Norman Reed, of 20 salary ranges beginning October 25, 2005, and continuing until the reorganization of the Information Technology Division is complete or April 25, 2006, whichever occurs first.  Approve the continued temporary increase in compensation for Senior Systems Programmer Analyst, Sharon Hiney, of 10 salary ranges beginning October 25, 2005, and continuing until the reorganization of the Information Technology Division is complete or March 29, 2006, whichever occurs first.  Approve the continuation of the temporary increase in compensation for System Support Technician II, Ron Vetter of 10 salary ranges beginning September 29, 2005, and continuing until the reorganization of the Information Technology Division is complete or March 29, 2006, whichever occurs first.

7.                   Lease with Rosemarie Dinsmore for Office Space at 1711 Third Street in Eureka

RECOMMENDATION: Send notice to Lessor that County is exercising the option to extend the lease through January 31, 2007.

8.                   Award from the California Department of Health Services for Expanded Mosquito Control

RECOMMENDATION: Accept award ($6,206.40).

9.                   Lease with Six Rivers Property Management for WIC Office Space at 1108 Main Street in Fortuna

RECOMMENDATION: Send notice to Lessor that County is exercising the option to extend the lease through January 31, 2009.

1.                   Public Employees' Retirement System Contract Amendment

RECOMMENDATION: Adopt Resolution No. 05-__, a resolution of intention to approve an amendment to the contract between the Board of Administration, California Public Employees' Retirement System, and the Board of Supervisors, County of Humboldt.  Introduce the associated ordinance by title, waive the first reading thereof, and schedule for adoption on December 6, 2005.

2.                   Revision of Ordinance Setting Compensation for the Board of Supervisors

RECOMMENDATION: Introduce the attached ordinance by title, waive the first reading thereof, and schedule for adoption on December 6, 2005.

3.                   Ordinance Amending Sections 431-54 and 431-109 of the Humboldt County Code Relating to Parking on Hemlock Street and Walnut Street

RECOMMENDATION: Introduce ordinance by title, waive the first reading thereof, and set the ordinance for adoption at least one week away.

G.                 MATTER SET FOR TIME CERTAIN

10:00 a.m.--Community Development Services

1.                   County Redevelopment Agency Update and Report.

RECOMMENDATION: Receive staff report.  Direct staff to:  form a Redevelopment Community Advisory Board, as proposed in submitted report; work with Attorney to include language in the final Redevelopment Plan that guarantees funds will be committed to each sub-area, creating an Opportunity Fund and Community Fund as proposed in submitted report; work with the Planning Commission to make any changes regarding inclusion of the Redway sub-area in the final Redevelopment Plan and removal of split-zoned Glendale parcel; work with the environmental consultants to fully evaluate the projects to be included in the first five-year implementation plan; and analyze fire service demands in proposed Redevelopment areas.

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.
