RECOMMENDATION: Ratify the Resolution.

3.                   Resolution Honoring Officer Thomas Allen on His Retirement from the California Highway Patrol (Supervisor Smith)

RECOMMENDATION: Authorize the Director of Public Works to sign Contract Change Order No. 2 ($43,252.07).  Accept the completed contract with Mercer Fraser Company.  Approve claim for payment ($85,163.41).

14.               Memorandum of Understanding (MOU) Between the Aviation Division and the Sheriff's Department Regarding the Rohnerville Airport

RECOMMENDATION: Approve the MOU wherein the Sheriff's Department will provide SWAP labor to the Aviation Division for the use of five acres at the Rohnerville Airport to store equipment and perform farm-related activities for the SWAP program.

15.               Fourteen-Day Extension of Resolution Proclaiming Existence of a Local Emergency as a Result of Winter Storms and Flooding Commencing on or About December 19, 2005

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.
