1.                   Request From the McKinleyville Community Services District for a Discussion Regarding Mad River Bluff Erosion (Supervisor Geist)

RECOMMENDATION: Hold discussion, and take appropriate action (if required).

1.                   Proclaim January 16, 2006 as "Martin Luther King, Jr. Day" (Supervisor Woolley)

RECOMMENDATION: Ratify the Proclamation.

2.                   Comments on the Draft Environmental Impact Statement/Report for the South Delta Improvement Project and Support of Trinity County's Comments of January 18, 2006 (Supervisor Geist)

RECOMMENDATION: Authorize the Chair to sign letter of comments.

3.                   Approval of the Board Orders--Meeting of January 17, 2006

RECOMMENDATION: Approve the Board Orders.

Community Development Services

4.                   Resolution Authorizing the Community Development Services Director, the Advance Planning Supervising Planner, and the Humboldt County Office of Emergency Services Emergency Services Coordinator, to Act as Authorized Agents on Behalf of the County of Humboldt for Administration of the FEMA Flood Mitigation Plan Program

RECOMMENDATION: Adopt Resolution No. 06-__.

5.                   Resolution to Support Enactment of the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 as a Legislative Bond Initiative or as a Voter Initiative

RECOMMENDATION: Adopt Resolution No. 06-__.

County Administrative Office (CAO)

6.                   Local Fire District Allocations for Fiscal Year 2005-06

RECOMMENDATION: Authorize Chair to execute agreements with Carlotta Community Services District ($421.14); Redway Fire Protection District ($2,722.62); Resort Improvement District ($17,237.10); Telegraph Ridge Fire Protection District ($389.10); and Weott Community Services District ($364.30).

7.                   Classification Review for Purchasing Division

RECOMMENDATION: Delete the 37.5-hour class of Senior Buyer.  Adopt the 40-hour class of Senior Buyer.  Reallocate the Senior Buyer position currently occupied by Jackie Shema to the 40-hour Senior Buyer position.  Reallocate the Senior Office Assistant position currently occupied by Shirley Pinches to Senior Fiscal Assistant.  Delete the 37.5-hour class of Buyer I/II.  Adopt the 40-hour class of Buyer I/II.  Allocate a full-time Buyer I/II position.  Disallocate the vacant Senior Fiscal Assistant position.  Disallocate the vacant and unfunded Purchasing Agent position effective the beginning of the bi-weekly pay period following approval.

8.                   Request to Authorize the CAO to Submit a Grant Application to the California Office of Traffic Safety for Fire Extrication Equipment and Training

RECOMMENDATION: Approve request.

Public Works

9.                   Construction of Saunders Creek Culvert Replacement on Mattole Road

RECOMMENDATION: Authorize the Director of Public Works to sign Contract Change Order No. 2 ($953.70).  Accept the completed contract with Granite Construction Company, and approve claim for payment ($20,288.01).

10.               Fire Damage Repair; Main Library; Project 621900

RECOMMENDATION: Authorize Public Works Director to file the Notice of Completion.

11.               Extra-Help Extension--Randy Ganoung and Steven Smith, Park Caretakers

RECOMMENDATION: Approve extension to a maximum of 1,460 hours.

12.               Luke Court Final Map Subdivision; Alan Bongio, Applicant; Assessor's Parcel No. 300-171-04; Eureka Area

RECOMMENDATION: Declare the subdivision as complete, and approve and accept the subdivision map for recordation.  Accept the dedications to the County of Parcels B and C for public utilities, Parcel G for pedestrian purposes, and reject the dedication to the County for Parcel A (Luke Court).  Authorize the Chair to execute the Conveyance and Agreement.  Authorize the Chair to accept the Easement Deed for Campton Road.

13.               Structural Modifications to Eel River Bridge on Fort Seward Road; Project No. 594004

RECOMMENDATION: Authorize the Director of Public Works to sign Contract Change Order No. 3 ($48,949.40).  Accept the complete contract with Golden State Bridge, Inc.  Approve supplemental budget ($22,291) for payment of the final claim.

14.               License Agreement with the Humboldt County Drug Task Force (DTF)

RECOMMENDATION: Approve license agreement to lease the DTF secure and safe storage space for vehicles and property ($125 per month).

15.               Local Emergency Declaration as a Result of Winter Storms and Flooding Commencing on or About December 19, 2005

RECOMMENDATION: Terminate said local emergency by adopting Resolution No. 06-__.

RECOMMENDATION: Receive and file said statement.

RECOMMENDATION: Hear the report, and take appropriate action (if necessary).

2.                   Letter to the Humboldt County Association of Governments (HCAOG) Stating This Board's Support for the Hoopa Valley Business Council, the Governing Body of the Hoopa Valley Tribe, Having a Seat on HCAOG'S Board of Directors; and Consider the Formation of a Subcommittee to Analyze the Future Membership of HCAOG (Supervisor Geist)

RECOMMENDATION: Ratify the letter.  Receive and consider other recommendations from Supervisor Geist, and take appropriate action (if required).

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC APPEARANCES--1:30 P.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber by 1:25 p.m.
