RECOMMENDATION: Authorize Chair to sign letters of support to Senator Chesbro and Assemblymember Berg.

12.               Request to Rescind Board Order No. D21 from the Meeting of July 26, 1994, Pertaining to a Standing Item on Contract Change Orders

RECOMMENDATION: Approve request.

13.               Request from the City of Fortuna That County Elections Conduct the City's Municipal Election on April 11, 2006

RECOMMENDATION: Approve request with the condition that the City of Fortuna reimburse the County for costs incurred pursuant to this request.

15.               Extra-Help Extension for Elizabeth Burks, Planner I

RECOMMENDATION: Approve extension up to 1,920 hours.

16.               Request for Approval of the Request for Proposals to Secure Consultant Services for the Development of the Humboldt County Multi-Agency Multi-Hazard Mitigation Plan

RECOMMENDATION: Approve request.

17.               Request to Authorize the Auditor-Controller to Establish a New Interest-Bearing Fund for the First-Time Homebuyer Revolving Loan Account

RECOMMENDATION: Approve request.

18.               Request for the Approval of the Transfer of the Headwaters Fund Grant for the Development of the Natural Meat Industry to the North Coast Small Business Resource Center

RECOMMENDATION: Approve request by authorizing Chair to sign associated grant contract for up to $65,000 in funding.

County Clerk-Recorder

19.               Certificate of Sufficiency for Non-Local Corporation Campaign Contributions Petition.

RECOMMENDATION: That the Board of Supervisors accept the Certificate of Sufficiency for the Non-Local Corporation Campaign Contributions Petition and set the measure for June 6, 2006 primary election.

County Counsel

20.               Supplemental Budget for the Code Enforcement Unit ($30,000)

RECOMMENDATION: Approve supplemental budget for receiving $30,000 from the Humboldt Waste Management Authority.

Health and Human Services - Administration

21.               Request to Allocate a Departmental Information Systems Analyst in Budget Unit 516 (Information Systems Unit)

RECOMMENDATION: Approve request to provide technical support for the new medical billing system.

22.               Request to Allocate an Administrative Secretary Position in Budget Unit 400

RECOMMENDATION: Approve request to provide secretarial support to the Deputy Director of the Public Health Branch.

23.               Allocate one full tine Accountant/Auditor I/II Position in Budget Unit 424.

RECOMMENDATION: That the Board of Supervisors approve allocation of one full time Accountant/Auditor I/II position (Class 0643, Range 324/348) in budget unit 424, effective upon approval.

Health and Human Services - Mental Health Branch

24.               Appointment to the Humboldt County Mental Health Board.

RECOMMENDATION: That the Board of Supervisors appoint Tim Ash to the Humboldt County Mental Health Board.

Health and Human Services - Public Health Branch

25.               Grant Agreement With First 5 Humboldt for $15,000 to Fund Translation of the Training Resource Manual into Spanish, Publication of Additional Manuals, Further Trainings, Revision of the Manual, and an Evaluation of the Usefulness of the Manual and Training

RECOMMENDATION: Authorize Chair to execute grant agreement.

26.               Standard Agreement With the California Department of Health Services, Office of AIDS, AIDS Drug Assistance Program for $1,765 in Funding for Client Enrollment Screening/Recertification

RECOMMENDATION: Authorize Chair to execute agreement.

27.               Adopt the Class of Public Health Nutritionist Supervisor and Allocate One Full Time Public Health Nutritionist Supervisor Position in Budget Unit 414.

RECOMMENDATION: That the Board of Supervisors adopt the class of Public Health Nutritionist Supervisor (salary range 370, class 1596, unit 3) into the classification plan and approve the allocation of one full time Public Health Nutritionist Supervisor (salary range 370, class 1596) in budget unit 414, effective immediately.

Personnel

28.               Request for Dissolution of Eligibility Lists for the Classes of Senior Medical Office Assistant and Senior Substance Abuse Counselor

RECOMMENDATION: Approve request.

Public Works

29.               Construction of Dinsmore Airport Drainage and Safety Area Enhancements; Project No. 914121

RECOMMENDATION: Accept completed contract with Mercer Fraser Company.  Approve claim for payment ($2,714.36).

30.               Construction of Storm Damage Repairs on Wilder Ridge Road; Project No. CDAA-2003-01

RECOMMENDATION: Authorize Director of Public Works to sign Contract Change Order No. 1 ($28,647.03).  Accept completed contract with Granite Construction Company.  Approve claim for payment ($30,287.93).

Sheriff

31.               Supplemental Budget to Cover Costs for the Replacement of a Voice Logging Recorder for the Sheriff's Dispatch Center (Rural Law Enforcement Fund).

RECOMMENDATION: Approve supplemental budget ($17,200).

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim March 2006 as "National Youth Art Month" (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

County Administrative Office (CAO)

RECOMMENDATION: Receive update, and take appropriate action (if required).

Community Development Services

3.                   General Plan Update:  Preparation of Specific Housing Plans for Urban Study Areas.

RECOMMENDATION: That the Board of Supervisors receive the staff report and public testimony.  Deliberate and approve the proposed work plan.  Direct Community Development Services to invite participation of organizations, jurisdictions, districts and the public.  Formally request pilot designation from the Department of Housing and Community Development for the Specific Housing Plans Project.  Authorize issuance of Request for Proposals for Specific Housing Plans and delegate contract signature authority to the Director of Community Development.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

RECOMMENDATION: Receive reports, and take appropriate action (if required).

2.                   Standing Item--Report on Potential or Proposed Big Box Retail Development in Humboldt County

RECOMMENDATION: Receive report, and take appropriate action (if required).

G.                 MATTERS SET FOR TIME CERTAIN

10:00 a.m. - Board of Supervisor

1.                   Barbara Shults, Humboldt County Animal Advocate, will give a report on effort to promote animal advocacy in Humboldt County and request the Board reactivate the Animal Control Advisory Committee (per Ordinance 912, 920 and 1444). (Supervisor Neely)

RECOMMENDATION: Hear the report and take appropriate action (if necessary).

H.                  CLOSED SESSION

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees   (if required)

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

J.                   ADMINISTRATIVE ABATEMENT HEARINGS

Code Enforcement Unit (CEU)

1.                   Humboldt County vs. Mary N. Garth; 3057 Glendale Drive, Blue Lake; Assessor's Parcel No. 312-091-015

RECOMMENDATION: Find that the conditions of the property of the subject premises constitute a public nuisance.  Order the property owner to abate all violations on or before April 3, 2006.  In the event such abatement is not commenced, prosecuted, and completed by the property owner within the terms set by the Board, the CEU shall be empowered and authorized to abate such nuisance; and shall return to the Board for its consideration of an appropriation to abate such nuisance, and that the costs of abatement shall become a lien on the subject property.

K.                  PUBLIC HEARINGS

Community Development Services

1.                   Appeal by Ross and Anya Taylor of Planning Commission Approval of the Landis Final Map Subdivision; McKinleyville Area (Continued from the meetings of December 6, 2005 and January 10, 2006)

RECOMMENDATION: That the Board of Supervisors open the Continued Public Hearing.  Take testimony from members of the public not able to attend the Continued Public Hearing on February 28, 2006, and continue the hearing to February 28, 2006 to allow Planning Staff to notice the Azalea Avenue Community regarding proposed mitigation, i.e. Speed Humps on Azalea Avenue.

2.                   Josh Sweet General Plan Petition

RECOMMENDATION: That the Board of Supervisors open the public hearing and receive the staff report and public comment.  Based on the findings in the staff report and testimony received about the project, accept the Petition by approving Resolution No.  Direct the Clerk of the Board to give notice of the decision to the applicant and any other interested party.
