Board of Supervisors

1.                   Letter of Appreciation to John DeLodder for His Service on the Humboldt County Alcohol and Drug Advisory Board (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

2.                   Correct Resolution 06-29 Authorizing Temporary Closure of Avenue of the Giants on May 7, 2006 for the Annual Avenue of the Giants Marathon (Supervisor Rodoni)

RECOMMENDATION: Approve the request to correct Resolution 06-29.

3.                   Letter of Support for Klamath/Trinity Non-Emergency Transportation's (KTNet) Grant Request to Purchase a New Bus, Equipment, and Operating Costs for One Year (Supervisor Geist)

RECOMMENDATION: Authorize Chair to sign letter of support.

Child Support Services

4.                   Layoff Process for One Office Assistant I/II and Two Fiscal Assistant I/II Positions

RECOMMENDATION: Direct that the Cooperative Personnel Service (Merit Systems) immediately begin the employee layoff process for two Fiscal Assistant I/II positions and one Office Assistant I/II position commensurate with the 2006-07 budget effective June 17, 2006.

5.                   Plan of Cooperation Between the California Department of Child Support Services and the Humboldt County Department of Child Support Services

RECOMMENDATION: Authorize the Director of Child Support Services to sign said Plan.

County Counsel

6.                   Tolling Agreement with Robert C. McKee

RECOMMENDATION: Authorize Chair to sign Tolling Agreement, pertaining to Ordinance No. 2356 (adopted on January 3, 2006, and regarding real estate disclosure requirement for transfer of land under Williamson Act Contract).

Health and Human Services - Administration

7.                   Three-Year Lease Agreement for Office and Storage Space Located at 790 West Clark Street in Eureka

RECOMMENDATION: Approve lease with Fred Lundblade for used by the Social Services Branch to hold case records and to provide an area for document imaging ($3,180 monthly to lease approximately 4,850 square feet at the cost of $.66 per square foot).

Health and Human Services - Public Health Branch

8.                   Lease with Idelle M. Abrahamsen, Trustee of the Myron and Idelle Abrahamsen 1994 Family Trust, for Use of Space at 908 7th Street in Eureka for Use by the Health Education/Prevention Division

RECOMMENDATION: Authorize Chair to execute said lease after review and approval by Risk Management.  Authorize the Director of Public Works to sign and record a Non-Disturbance and Attornment Agreement, subject to County Counsel approval, and executed any related documents that may be necessary for subordination of the lease.  Authorize the Director of Public Works to determine the commencement date of the lease and to sign Exhibit D of said agreement once the worked required by Exhibit C has been substantially completed.

Library Services

9.                   Grant Agreement with the Children and Families Commission ($28,418)

RECOMMENDATION: Approve grant agreement to cover personnel costs to carry out grant activities and purchase books and materials for Leap Into Literacy.



10.               Extension of Extra-Help Hours for Kellie Bryan and Melinda Landry

RECOMMENDATION: Approve extension for Ms. Bryan, Fortuna Branch Library Assistant, and Melinda Landry, Librarian I, to a maximum of 1910 hours for Fiscal Year 2005.

Public Works

11.               Designation of Hedge Rose Court at its Intersection With Bugenig Lane as a Stop Intersection in McKinleyville

RECOMMENDATION: Adopt Ordinance No. ____.

12.               Construction of Bridge Over Indian Creek on Mattole Road

RECOMMENDATION: Approve plans and specifications, and hold bid opening on Tuesday, May 9, 2006, at 2:00 p.m.



13.               License Agreement with Lost Coast Aviators, EAA Chapter 1418 Inc., for Use of Rohnerville Airport ($44.00 Per Month or Like Kind Exchange of Labor, as Determined by the Airports, Manager, for the Use of the Premises)

RECOMMENDATION: Authorize Chair to sign the License Agreement, which will allow said chapter to use the Pilots Terminal at Rohnerville Airport to hold a monthly meeting by its current members, and to hold special events to promote aviation and to get young people interested in aviation.


14.               Fiscal Year 2006 Emergency Management Performance Grant to Encourage Improvement of Mitigation, Preparedness, Response, and Recovery Capabilities for All Hazards

RECOMMENDATION: Authorize the Sheriff's Office to submit an application for Fiscal Year 2006 Emergency Management Performance Grant.

15.               Authorization to Submit an Application for Reimbursement Under the State Criminal Alien Assistance Program

RECOMMENDATION: Authorize Sheriff's Office to submit said application.


1.                   Proclaim April 17 - 23, 2006 as Waste Awareness Week (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclamation Recognizing April 2006 as Fair Housing Month (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   National Telecommunications Week Observed April 9-15, 2006 (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim April 2006 as Sexual Assault Awareness Month (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

5.                   Proclaim April 2006 as Child Abuse Prevention Awareness Month (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

6.                   Eleventh Annual Godwit Days Spring Migration Festival (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

Health and Human Services--Social Services Branch

1.                   Authorization to Award Child Welfare Improvement Activities Grants to Community/Family Resource Centers and Execute Grant Award Agreements

RECOMMENDATION: Solicit proposals from Community/Family Resource Centers in accordance with the Special Projects Guidelines and Application packet.  Evaluate the proposals received, and award a total of $300,000 of Child Welfare Improvement Activities funds to Community/Family Resource Centers.  Authorize execution of grant agreements after approval by Risk Management.

County Administrative Office (CAO)

2.                   Standing Item--Update on State and Federal Budgets

RECOMMENDATION: Receive update, and take appropriate action (if required).

3.                   Standing Item (Information Only)--Report from the CAO

RECOMMENDATION: Receive report, and take appropriate action (if required).


1.                   Letter Requesting Federal Assistance Under the Emergency Watershed Protection Program for a Williams Creek Flooding/Siltation Stabilization Project (Supervisor Smith)

RECOMMENDATION: Authorize the Chair to sign letter requesting assistance from the U.S. Department of Agriculture.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

RECOMMENDATION: Receive reports, and take appropriate action (if required).

3.                   Standing Item--Report on Potential or Proposed Big Box Retail Development in Humboldt County

RECOMMENDATION: Receive report, and take appropriate action (if required).

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC APPEARANCES--1:30 P.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber by 1:25 p.m.
