Board of Supervisors

1.                   Appointment to the Board of Directors for the Humboldt County Resource Conservation District (Supervisor Smith)

RECOMMENDATION: Appoint Daniel Cohoon to said Board to fill the unexpired term ending November 26, 2006.

2.                   Consider the Appointment of Susan G.S. McGee to the Humboldt County Commission on the Status of Women. (Supervisor Woolley)

RECOMMENDATION: Appoint Susan G.S. McGee to the Humboldt County Commission on the Status of Women.

3.                   Letter of Endorsement for Continued Fiscal Support for the North Coast Emergency Medical Services' Regional Medical Director from the Bertha Russ Lytel Foundation (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign said letter of endorsement.

4.                   Reappointment of Charles Ollivier to the North Coast Railroad Authority (Supervisor Woolley)

RECOMMENDATION: Approve reappointment with term to expire on June 30, 2007.

Community Development Services

5.                   Agreement With CoxRasmussen & Cross for Marketing and Advertising Services

RECOMMENDATION: Approve agreement, and approve placement of listed media outlets on approved vendor list.

6.                   Reclassification of Two Economic Development Specialist Positions

RECOMMENDATION: Adopt the 40-hour class of Economic Development Specialist into the Classification Plan.  Reallocate the two vacant "management/confidential" full-time Economic Development Specialist Positions in Budget Unit 275 to regular non-confidential Economic Development Specialist positions effective immediately.

County Administrative Office

7.                   Resolution in Support of Measure to Secure Local Transportation Funding

RECOMMENDATION: Adopt Resolution No. 06-__, supporting measure to secure local transportation funding; and direct staff to forward same to legislators and other interested parties.

8.                   Support of Senate Bill 1694 (Aanestad)

RECOMMENDATION: Adopt a position in support of Senate Bill 1694 (Aanestad), and authorize the Chair to sign a letter to the Senate Appropriations Committee expressing that support.

Health and Human Services - Administration

9.                   Allocation of a Full-Time Program Manager Position ($55,324)

RECOMMENDATION: Approve allocation for overseeing the Department's client and cultural competency program.

Health and Human Services - Mental Health Branch

10.               Extension of Term for Grant Funds Awarded by First 5 Humboldt

RECOMMENDATION: Extend term to June 30, 2006.

11.               Purchase of a Van for the AB 2034 Homeless Program ($24,000)

RECOMMENDATION: Approve purchase.

Health and Human Services - Public Health Branch

12.               Request to Issue a New Ambulance Permit to Cal-Ore Life Flight for Fiscal Year 2006-07

RECOMMENDATION: Approve request.

13.               Request to Apply for Funding ($75,000 Per Fiscal Year) from the California Department of Health Services for the Preventive Health Care for the Aging Program

RECOMMENDATION: Approve request.



14.               Extension of Extra-Help Hours for Jeremy Corrigan, Laboratory Assistant I

RECOMMENDATION: Approve extension to a maximum of 1,160 hours.

Library Services

15.               Supplemental Budget for Recognition of Donations Made to the Library

RECOMMENDATION: Adopt supplemental budget ($8,653).

Public Works



16.               License Agreement With Timothy Russell for Massage Chair Services at the Arcata-Eureka Airport

RECOMMENDATION: Approve License Agreement.

17.               Resolution to Accept Offer of Dedication of Easement for Public Utility Purposes (Luke Court Subdivision); Eureka Area

RECOMMENDATION: Adopt Resolution No. 06-__.

18.               Storm Damage Repairs to a Portion of Mattole Road; County Road No. 3C010 at Post Mile 11.86; County Project No. 203182

RECOMMENDATION: Accept the Easement Deed executed by Connie Lou Kirk, Benjamin Shane McWhorter, Saudia Lee Kelling, Michael Shannon McWhorter, Ceva Renee King, Patrick Shawn McWhorter, Sabina Bettie Renner, and Sterling McWhorter.  Execute the Agreement with Connie Lou Kirk, Benjamin Shane McWhorter, Saudia Lee Kelling, Michael Shannon McWhorter, Ceva Renee King, Patrick Shawn McWhorter, Sabina Bettie Renner, and Sterling McWhorter.  Direct that the Department of Public Works cause eight (8) separate checks to be processed as just consideration for the acquired right of way described in the executed Easement Deed. Total just consideration shall be the sum of $1,800. Each check shall be in the amount of $225 and made payable individually to of the following grantors:  Connie Lou Kirk, Benjamin Shane McWhorter, Saudia Lee Kelling, Michael Shannon McWhorter, Ceva Renee King, Patrick Shawn McWhorter, Sabina Bertie Renner, and Sterling McWhorter.

19.               Memorandum of Agreement to Allow for Additional Funding Opportunities as Well as Closer Inter-Governmental Cooperation with the Yurok Tribe

RECOMMENDATION: Authorize Chair to sign said memorandum of agreement.


20.               Supplemental Budget ($5,000) to Purchase Safety Equipment for a 2006 Ford E-Series Wagon to be Used as an Inmate Transport Vehicle

RECOMMENDATION: Adopt supplemental budget.

21.               Supplemental Budget ($15,100) to Purchase Chainsaws, Wood Splitters, and Hydraulic Rams for the Senior and Surplus Wood Projects

RECOMMENDATION: Adopt supplemental budget ($15,100).

22.               First Amendment to Lease With George Frykberg Trust for Property Located at 2618 Myrtle Avenue in Eureka

RECOMMENDATION: Amend lease to increase the monthly rent from$1,000 to $1,100, and extending the term of the lease for five years through June 30, 2011.

23.               Approval of Two Contracts for Use by the Sheriff's Office Animal Control Division

RECOMMENDATION: Approve updated versions of the contracts currently used by the Animal Shelter, one for adoption of an animal by an individual, and one for "rescue" of an animal by a rescue organization.


1.                   Resolution Congratulating the City of Eureka on its 150th Anniversary (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

2.                   Proclaim May 2006 as Mental Health Month (Supervisor Woolley)

3.                   Proclaim May 13, 2006 as the National Association of Letter Carrier's Food Drive Day in Humboldt County (Supervisor Woolley)

RECOMMENDATION: Consider authorizing the release of information that pertains to the financial obligations created by the association of the law firm of Morgan Miller Blair in the McKee matter.

2.                   Use of Courthouse Fifth Floor Space for Elections Division

RECOMMENDATION: Direct staff to determine the feasibility of moving the Elections Division of the Clerk-Recorder's Office to the Fifth Floor of the Courthouse.

6.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

1.                   Carroll General Plan Amendment Petition; File No. APN 402-021-26; Case No. GPP-05-06; Freshwater Area

RECOMMENDATION: Accept the petition by adopting Resolution No. 06-__.

2.                   Luster and Furnish Plan Amendment/Zone Reclassification; File No. APN 509-171-78; Case No. GPA-04-01/ZR-04-07; McKinleyville Area

RECOMMENDATION: Adopt Resolution No. 06-__, adopting a Negative Declaration for the project, adopting the Planning Commission's findings and approve the amendment of the Humboldt County General Plan (McKinleyville Community Plan) land use map, by redesignating property in the McKinleyville area from Commercial Services to Residential Low Density.  Approve the adoption of Ordinance No. ____, amending Section 311-7 of the Humboldt County Code by rezoning property in the McKinleyville area (ZR-04-04, Luster and Furnish) from Highway Service Commercial to Residential One-Family with a Special Site combining zone specifying a 20,000 minimum parcel size, a Noise Impact combining zone and a Qualified combining zone restricting direct access onto Central Avenue.  Direct Planning to prepare and file a Notice of Determination pursuant to CEQA for the project.
