B.                  SUPPLEMENTAL AGENDA ITEMS

1.                   Classification Review of Administrative/Clerical Support Positions in the Board of Supervisors Department. (CONSENT)

RECOMMENDATION: Adopt the class of Executive Assistant to the Board of Supervisors, salary range 354, class 1739, unit 9, into the classification plan; adopt the revised class description and salary range for Administrative Assistant to the Board of Supervisors (salary range 330, class 0111); approve the allocation of one full-time Executive Assistant to the Board of Supervisors (salary range 354, class 1739) in budget unit 101, effective immediately; and approve the disallocation of the Administrative Secretary (salary range 311, class 0166, position #01) effective on the date the Executive Assistant to the Board of Supervisors position is filled.

2.                   Tolling Agreement between the County of Humboldt and Robert C. McKee re: Ordinance #2356. (CONSENT)

RECOMMENDATION: Review, consider, and approve the Tolling Agreement.  Authorize the Chair to execute the Tolling Agreement.

Board of Supervisors

1.                   Letter of Appreciation to Marilyn Sterling for her service on the Humboldt County Mental Health Board. (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to Sign Letter of Appreciation.

2.                   Letter of Appreciation to John Pelaez for his service on the Humboldt County Mental Health Board. (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to Sign Letter of Appreciation.

County Administrative Office

3.                   Memorandum of Understanding (MOU) for Adding Kneeland Fire Protection District--Kneeland Volunteer Fire Department to the Workers' Compensation Coverage Program Effective July 1, 2006

RECOMMENDATION: Authorize Chair to sign MOU through the adoption of Resolution No. 06-__.

Health and Human Services - Administration

4.                   Allocate one SSB Information System Analyst and One SSB Department Programmer Analyst position in Budget Unit 511 (Social Services); Reallocate One Staff Services Specialist - DP to SSB Programmer Analyst in Budget Unit 511 (Social Services); Reallocate Six Department Systems Analysts to SSB Information Systems Analyst II in Budget Unit 511 (Social Services).

RECOMMENDATION: Approve the allocation of one 1.0 FTE SSB Information Systems Analyst I/II (Class 1740, Range 320/354) in budget unit 511 (Social Services); and approve the allocation of one 1.0 FTE SSB Programmer Analyst (Class 1738, Range 373) in budget unit 511 (Social Services); and reallocate the full-time Staff Services Specialist - DP (salary range 373, class 1187, position 01) position in budget unit 511 currently occupied by Mitchell Trachtenberg to SSB Programmer/Analyst (salary range 373, class 1738) in budget unit 511; and reallocate six full-time Department Information System Analyst positions (salary range 354, class 0762, position #01, currently occupied by Mark Johnson; position #02, currently occupied by Nickolas Scott; position #03, currently occupied by Melody Rinker; position #04, currently occupied by Nicholas Scott; position #05, currently occupied by Dolores Taylor; and position #06, currently occupied by Peter Wizes) in budget unit 511 (Social Services) to SSB Information Systems Analyst II (salary range 354, class 1740) in budget unit 511; effective the beginning of the biweekly pay period following approval.

5.                   Resolution to Authorize Access of State and Federal Criminal History Information.

RECOMMENDATION: Approve Resolution # ____ authorizing the Department of Health and Human Services Director or his designee to access state and federal level summary criminal history information for employment and licensing purposes; and provide two certified copies of the resolution to the Department upon approval.

Health and Human Services - Public Health Branch

6.                   Extension of Extra Help Hours for Dusty Downing, Budget Unit 414, Health Education, Fiscal Year 2005-2006.

RECOMMENDATION: Approve the extension of extra help hours for Dusty Downing, Office Assistant, to a maximum of 1,050 hours during fiscal year 2005-2006 in budget unit 414, Health Education, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required) effective immediately.

7.                   Extension of Extra Help Hours for Office Assistant I, 200 hours for fiscal year 2005-2006, fund 1175 budget unit 486 (Land Use-Environmental Health).

RECOMMENDATION: Approve the extension of extra-help hours for Cynthia Evans, Office Assistant I, to a maximum of 1,160 hours during fiscal year 2005-2006 fund 1175, budget unit 486, Land Use-Environmental Health, Public Health, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required) effective immediately.

8.                   Ratification of Mutual Consent to Terminate the Dental Clinic Contract with St. Joseph Hospital to Insure Uninterrupted Care of Patients in the Transfer of Services to the Open Door Clinic Effective May 15, 2006.

RECOMMENDATION: Ratify the termination of the Dental Clinic Contract by Mutual Consent with St. Joseph Hospital effective May 15, 2006.

Public Works

9.                   Resolution Authorizing the Department of Public Works to Enter Into Two Agreements With the California Department of Fish & Game for the Construction of Fish Migration Barrier-Removal Projects at Grassy Creek and Rocky Gulch (PLACE HOLDER ONLY.  NO AGENDA ITEM FILED WITH THE CLERK OF THE BOARD.)

RECOMMENDATION: Adopt Resolution No. 06-__.

Sheriff

10.               Request to Declare One Stancil Audiolog Playback Unit as Surplus Property

RECOMMENDATION: Approve request, and authorize the Purchasing Agent to sell the unit to the highest bidder.

11.               Supplemental Budget ($8,596) to Pay for Professional Services Rendered by Public Resource Management Group Pursuant to a Claim They Made to the Southwest Border Patrol Initiative on Behalf of the Humboldt County Jail

RECOMMENDATION: Adopt supplemental budget.

12.               Approve Distribution of Request for Proposals for a County-wide Communications Study.

RECOMMENDATION: Approve the distribution of the Request for Proposals (RFP's) for a County-wide Communications Study.  Direct the Clerk of the Board to forward submitted proposals to the Office of Emergency Services.  Direct the Office of Emergency Services to return with recommendations for award of the contract.

Treasurer-Tax Collector

13.               Schools Combined Request for Issuance of Tax and Revenue-Anticipation Notes

RECOMMENDATION: Authorize the Clerk of the Board of Supervisors to notify, in writing, the Eureka City Unified School District, the Southern Humboldt Joint Unified School District, the Redwoods Community College, and Northern Humboldt Union High School District, and their bond attorneys, Orrick, Herrington & Sutcliffe that the Board of Supervisors will not act to authorize the above-named Districts to issue Tax and Revenue Anticipation Notes.

1.                   Resolution of Commendation for Singing Tree Gardens, Recipient of the 2005 Adopt-A-Highway Volunteers of the Year Award (Supervisor Geist)

RECOMMENDATION: Adopt the Resolution.

2.                   Proclaim May 2006 as Lyme Disease Awareness Month (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim the Week of May 22, 2006 as Kinetic Week (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

Public Works

1.                   Proposed Joint Project Between Humboldt County and the California Department of Parks and Recreation at Clam Beach County Park and Little River State Beach

RECOMMENDATION: Hear a brief presentation on the proposed joint project from representatives of the California Department of Parks and Recreation and the Department of Public Works.  Authorize the Chair to sign a letter of support.  Approve a transfer from the General Fund of $______ for the Natural Resources Division of the Department of Public Works to work with the California Department of Parks and Recreation to further develop the scope of the project, participate in a public meeting, and pursue grant-funding opportunities.

1.                   Proclamation Declaring National Emergency Medical Services Week, and Presentation of the Kris Kelly Memorial Star of Life Awards (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation, and present awards.

2.                   Presentation on the Plans for Replacement of PG&E's Existing Fossil Generation in Humboldt County (Supervisor Smith)

RECOMMENDATION: Hear presentation from Roy Willis and Greg Lamberg of PG&E, and take appropriate action (if required).

H.                  CLOSED SESSION

1.                   Standing Item--Report from Prior Closed Session   (if required)

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Employees   (if required)

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

5.                   It is the intention of the Board of Supervisors to meet in Closed Session to consider the public employee performance evaluation for the Position of Agricultural Commissioner/Sealer of Weights and Measures pursuant to Government Code Section 54954.5.

RECOMMENDATION:

2.                   Joint Public Hearing Between the Humboldt County Board of Supervisors and the Humboldt County Redevelopment Agency (Continued from the Special Session of May 8, 2006)

RECOMMENDATION: Take appropriate action.
