Board of Supervisors

1.                   Resolution Authorizing Temporary Road Closures for the Annual Rodeo in the Redwoods Parade on June 17, 2006 (Supervisor Rodoni)

RECOMMENDATION: Adopt Resolution No. 06-__.

2.                   Certificate of Recognition for Mel Berti, Fortuna Chamber of Commerce 2005 Citizen of the Year (Supervisor Rodoni)

RECOMMENDATION: Ratify the Certificate of Recognition.

3.                   Certificate of Recognition for Fortuna Ford, Feather Lite and Chevy Dealer, Fortuna Chamber of Commerce 2005 Business of the Year (Supervisor Rodoni)

RECOMMENDATION: Ratify the Certificate of Recognition.

4.                   Reappointment of Mark Andre to the Humboldt County Forestry Review Committee (Supervisor Woolley)

RECOMMENDATION: Approve reappointment.

5.                   Request from Southern Humboldt Community Healthcare District, calling for an election for the purpose of adopting a special parcel tax. (Supervisor Rodoni)

RECOMMENDATION: Approve the request, and refer to Elections Department.

Child Support Services (CSS)



6.                   Transfer of $14,000 From the CSS Contingency Fund Into a Copiers Line Item to Enable the Department to Purchase a High-Volume Copier

RECOMMENDATION: Approve transfer.

Health and Human Services - Mental Health Branch

7.                   Approving Humboldt County's Plan for the Substance Abuse and Crime Prevention Act of 2000 Program (SACPA)

RECOMMENDATION: Reschedule for the meeting of June 6, 2006.

8.                   Mental Health Services Act

RECOMMENDATION: Accept the funds ($871,971) from the Mental Health Services Act (MHSA) Community Services and Supports allocation funding to Humboldt County Department of Health and Human Services, Mental Health Branch, approved by the California Department of Mental Health.  Establish Trust Fund No. 3441 for said funds for the purpose of holding in trust funds to be carried over in subsequent years for the implementation of Community Services and Supports programs.

Health and Human Services - Public Health Branch

9.                   Agreements for Housing Opportunities for Persons With AIDS (HOPWA) Services; Fiscal Years 2003-2006

RECOMMENDATION: Approve agreements with North Coast AIDS Project, Redwoods Rural Health Center, and St. Joseph Home Care.

10.               Approval of Budget Revision and Revision to State Grant Agreement No. SDF 03-18

RECOMMENDATION: Approve Revision No. 3 to Grant Agreement No. SDF 03-18 with the California Department of Alcohol and Drug Programs, which would allow the County to be reimbursed up to $300,000 for activities performed related to the Safe and Drug-Free Schools and Communities Project during the two-year period beginning January 1, 2006.

11.               Three-Month Extension of the Office of Traffic Safety Child Passenger Safety Program; Maternal, Child and Adolescent Health, Fiscal Year 2005-2006

RECOMMENDATION: Approve extension.

Health and Human Services - Social Services Branch

12.               Extension of Agreement With the New Directions of Humboldt Foster Family Association

RECOMMENDATION: Approve the option for an extended agreement of one year for $9,415 for Fiscal Year 2006-2007 for the recruitment and training of prospective foster care providers through June 30, 2007.

Public Works

13.               Contract with California State Parks Authorizing the Funding of a Survey and Geotechnical Study of the Slide Adjacent to the Mattole Road

RECOMMENDATION: Authorize the Director of Public Works to sign said contract.

Risk Management

14.               Participation in Voluntary Benefits Program With the California State Association of Counties Excess Insurance Authority

RECOMMENDATION: Authorize said participation effective August 1, 2006, and authorize the County to pay the administrative fee for the participating employees.

D.                  DEPARTMENT REPORTS

Public Works



1.                   Transfer of $4,500 from the General Fund Contingency for the Completion of the County Parks Access Management Master Plan for Clam and Moonstone Beaches

RECOMMENDATION: Approve transfer.

2.                   Temporary Closure of Clam Beach County Park to Vehicles

RECOMMENDATION: Authorize the Director of Public Works, per Section 271-13 of the County Code, to temporarily close Clam Beach County Park to vehicles for the following periods:  May 26 - May 30, 2006 (Memorial Day); June 30 - July 5, 2006 (Independence Day); and September 1- 5, 2006 (Labor Day).

County Administrative Office (CAO)

3.                   Standing Item--Update on State and Federal Budgets

RECOMMENDATION: Receive update, and take appropriate action (if required).

4.                   Standing Item (Information Only)--Report from the CAO

1.                   Discussion of Possible Affordable Housing Partnership With the Humboldt County Office of Education and Local School Districts (Supervisors Smith and Neely)

2.                   Letter From Steve Westly, California State Controller, to Michael Giacone, Humboldt County Auditor-Controller, Pertaining to the Samoa Fire Protection District (Supervisor Neely)

RECOMMENDATION: Review the letter, and take appropriate action.

3.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

RECOMMENDATION: Receive reports, and take appropriate action (if required).

4.                   Standing Item--Report on Potential or Proposed Big Box Retail Development in Humboldt County

4.                   It is the intention of the Board of Supervisors meet in Closed Session to consider the public employee performance evaluation for the Position of Agricultural Commissioner/Sealer of Weights and Measures pursuant to Government Code Section 54954.5.

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC HEARINGS--1:45 P.M.

Health and Human Services

1.                   Transfer of State/Local Program Realignment Funds From Public Health Branch Sub-Account to Mental Health Branch Sub-Account for Fiscal Year 2005-06

RECOMMENDATION: Find that the decision to make a change in its allocation of Public Health Branch realignment monies is based on the most cost-effective use of available resources to maximize client outcomes.  Direct the Auditor-Controller to transfer ten percent (10%) of state/local program realignment funds from the Public Health Branch sub-account to Mental Health Branch sub-account.

Community Development Services

2.                   WINTERS General Plan Amendment and Zone Reclassification; File No. APN 206-091-01 and-32; Case No. GPA-05-02/ZR-04-08; Carlotta Area

RECOMMENDATION: Adopt Resolution No. 06-__, adopting the Planning Commission's findings; and tentatively approve the amendment of the Humboldt County General Plan (Hydesville-Carlotta) land use map by amending property in the Carlotta area (GPA-05-02 - Winters) from Timber Production to Agricultural Suburban.

3.                   SENEY Zone Reclassification and Lot Line Adjustment Application; File No. APN 521-101-06 et al.  Case No. ZR-04-10/LLA-04-46; Redwood Valley Area

RECOMMENDATION: Tentatively approve the adoption of the draft Ordinance amending Section 311-7 of the Humboldt County Code by reclassifying lands in the Redwood Valley area [ZR-04-10; Seney] into Agriculture Exclusive with a B-6 combining zone that fixes the lot size to that of the current lot of record (AE-B-6), from Unclassified and from Timberland Production Zone, through an immediate rezone.  Direct Planning to transmit the tentative approval for immediate rezone to the State Board of Forestry in accordance with the requirements of Article 4, Immediate Rezone, of the California Government Code, specifically Section 51133.  Direct Planning to resubmit the Zone Reclassification to the Board for final adoption once the State Board of Forestry has issued a Timberland Conversion Permit.
