RECOMMENDATION: Approve said agreement with the California Department of Food and Agriculture (known as the Petroleum Products Program and Weighmaster Agreement).

Board of Supervisors

2.                   Resolution of Commendation for Dina Kleckner, Vice President of the Humboldt County Foster Parents Association (Supervisor Smith)

RECOMMENDATION: Ratify the Resolution.

3.                   Local Planning Council--Counties Priorities Report Form (Supervisor Woolley)

RECOMMENDATION: Ratify Chair's signature approving the list of priorities.

4.                   Resolution of Commendation Honoring Silvercrest Residence, a Subsidized Senior-Housing Project Operated by the Salvation Army (Supervisor Neely)

RECOMMENDATION: Ratify the Resolution.

5.                   Public Viewing of Two Vintage Aircrafts by the Collings Foundation at the Arcata-Eureka Airport (June 9-12, 2006) (Supervisor Neely)

RECOMMENDATION: Authorize the Direction of the Humboldt County Aviation Division to sell aviation fuel to the Collings Foundation at the County's cost plus flowage.

6.                   Resolution Authorizing Temporary Closure of Portions of Highway 96 From Big Rock to the Forest Service Compound at Ishi Pishi Road in Orleans on June 18, 2006 (During the Noon Hour) for the Celebration of the 58th Annual Old Timer's Parade and Picnic (Supervisor Geist)

RECOMMENDATION: Adopt Resolution No. 06-__.

Community Development Services

7.                   HR 2389 - Recreational and Conservation Easement Support Program - Friends of the Dunes Funding Request (Stamps Easement Appraisal)

RECOMMENDATION: Approve funding request of $10,000 from the Friends of the Dunes to provide matching funds for an appraisal of the Stamps Public Access and Conservation Easement Project.

County Administrative Office

8.                   Reclassification of Positions in Information Technology Division of County Administrative Office

RECOMMENDATION: Approve recommendations as outlined in the staff report, effective the beginning of the bi-weekly pay period following approval.

County Clerk-Recorder

9.                   Resolution Approving the Application for Funds Under the Help America Vote Act of 2002 ($986,044.95)

RECOMMENDATION: Adopt Resolution No. 06-__.  Authorize the Chair to sign Standard Agreement with the California Secretary of State.

District Attorney

10.               Acceptance of Anti-Drug Abuse Enforcement Program Grant Application From the Governor's Office of Emergency Services, Law Enforcement and Victim Services Division, for Fiscal Year 2006-07 ($132,830)

RECOMMENDATION: Authorize the Chair to execute the original Grant proposal/Award Face Sheet, Certificate of Assurance of Compliance and Certification of Compliance Methamphetamine.

Health and Human Services - Mental Health Branch

11.               Approving Humboldt County's Plan for the Substance Abuse and Crime Prevention Act of 2000 Program (SACPA)

RECOMMENDATION: Approve Humboldt County's FY 2006-2007 Plan for the SACPA Program.  Adopt Resolution No. 06-__, indicating approval of the plan, agreeing to comply with all provisions of the Act, and assuring maintenance of a trust fund for funds received pursuant to the Act.

12.               Request for Third Amendment to Service Agreement With Remi Vista, Inc. (Eureka and Redding) for Providing Therapeutic Behavioral Services to Medi-Cal Beneficiaries for Fiscal Years 2004-05 and 2005-06 to Adjust the Contract Value for 2005-006

RECOMMENDATION: Approve request.

13.               Standard Agreement With the California Department of Rehabilitation for Fiscal Year 2006-07

RECOMMENDATION: Approve agreement for providing employment services for persons with severe psychiatric disabilities.

Health and Human Services - Social Services Branch

14.               Extension of the Agreement With the Hoopa Valley Tribe for Coordination of Transfer of CalWORKs Clients to the Hoopa Valley Tribal TANF Program

RECOMMENDATION: Approve extension.

15.               Renewal of Test Use Agreement With Cooperative Personnel Services to Provide for the Security of Test Materials

RECOMMENDATION: Approve a 7-salary range increase for the Clerk of the Board classification, effective May 21, 2006.

17.               Memorandum of Agreement (MOA) With the Karuk Tribe and the Bureau of Indian Affairs to Allow for Additional Funding Opportunities as Well as Closer Inter-Governmental Cooperation With the Karuk Tribe

RECOMMENDATION: Authorize Chair to sign said MOA.

RECOMMENDATION: Approve the continuation of the temporary increase in compensation of twenty (20) salary ranges for Mr. Holmes, retroactive to April 23, 2006, and continuing through September 23, 2006, or until the classification audit of his position is completed (whichever occurs first).

20.               Pay Differential for Craig Wilson, Facility Maintenance Supervisor

RECOMMENDATION: Approve the continuation of the temporary increase in compensation of ten (10) salary ranges for Mr. Wilson, retroactive to April 23, 2006, and continuing through September 23, 2006, or until the classification audit of his position is completed (whichever occurs first).

21.               Larsen Overflight Easement; APN 511-081-59; McKinleyville Area

RECOMMENDATION: Accept the Overflight Easement for the benefit of the Arcata-Eureka Airport.

22.               Permit From California Department of Parks and Recreation for Access to Shively Summer Bridge

RECOMMENDATION: Authorize the Chair to execute Right-of-Entry Permit issued by the Department of Parks and Recreation for the Shively Summer Bridge Access.

23.               Disallocation of a Fiscal Services Supervisor Position, and Allocation of a Senior Fiscal Assistant Position

RECOMMENDATION: Approve said disallocation and allocation.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim June 6, 2006 as "National Hunger Awareness Day" in Humboldt County (Supervisor Woolley)

1.                   First Amendment to Agreement With the Area One Agency on Aging to Provide the In-Home Supportive Services Provider Registry

RECOMMENDATION: Adjourn as the Board of Supervisors.  Convene as the Governing Board of the In-Home Supportive Services Public Authority.  Approve the first amendment to said agreement.  Adjourn as the In-Home Supportive Services Public Authority.  Reconvene as the Board of Supervisors.

County Administrative Office (CAO)

2.                   Adoption of Resolution for County Risk Manager Authority--Claims Processing

RECOMMENDATION: Adopt Resolution No. 06-__, delegating the handling of claims filed against the County to the County Risk Manager as described in the Resolution.

3.                   Standing Item--Update on State and Federal Budgets

RECOMMENDATION: Receive update, and take appropriate action (if required).

County Counsel

5.                   Ordinance Amending/Repealing Various Sections of the Humboldt County Code

RECOMMENDATION: Consider an amendment to the Humboldt County Code regarding various code sections which would repeal and amend obsolete code section.  Introduce ordinance by title, waive the first reading, and set for adoption on June 20, 2006.

1.                   Presentation by Chief John McFarland on the Proposed Benefit Assessment Plan for the Arcata Fire Protection     District (Supervisors Woolley and Geist)

RECOMMENDATION: Hear presentation from Chief McFarland, and take appropriate action (if required).

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

1.                   Presentation of Fiscal Year 2006-07 Proposed Budget

RECOMMENDATION: Receive and review the Proposed Fiscal Year 2006-07 Budget.  Continue budget discussions to the public hearing scheduled for Monday, June 19, 2006 (1:30 p.m. and 6:00 p.m.).  Direct the CAO to return to the Board on June 27, 2006, to consider adoption of the final budget for Fiscal Year 2006-07.  Take other action as appropriate.

7.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

RECOMMENDATION: Adopt the necessary findings prepared by Planning Staff.  Adopt Resolution No. 06-__, establishing the Agricultural Preserve.  Adopt Ordinance No. ____, amending Section 311-7 of the Humboldt County Code by reclassifying property in the Redcrest area, i.e. those lands currently zoned Unclassified within APN 211-273-05 to Agriculture Exclusive (AE).  Authorize the Chair of the Board to execute the Land Conservation Contract.  Direct Planning Staff to prepare and file a Notice of Exemption with the County Clerk and Office of Planning and Research.  Direct the Clerk of the Board to record copies of the Resolution and Land Conservation Contract with the County Recorder.  Direct the Clerk of the Board to give notice of the decision to the applicant, the Assessor's Office, County Counsel, the Planning Division, the California Office of Land Conservation and any other interested party.

2.                   Nelson Land Conservation Contract (New Enrollment); Case Nos. AGP 05-05; File No. 100-301-05; Ferndale Area

RECOMMENDATION: Adopt the necessary findings prepared by Planning Staff.  Adopt Resolution No. 06-__, establishing the Agricultural Preserve.  Authorize the Chair of the Board to execute the Land Conservation Contract for a Farmland Security Zone.  Direct Planning Staff to prepare and file a Notice of Exemption with the County Clerk and Office of Planning and Research.  Direct the Clerk of the Board to record copies of the Resolution and Land Conservation Contract with the County Recorder.  Direct the Clerk of the Board to give notice of the decision to the applicant, the Assessor's Office, County Counsel, the Planning Division, the California Office of Land Conservation, and any other interested party.

3.                   Scalvini Land Conservation Contract (New Enrollment); Case Nos. AGP 05-04, ZR-05-07; File Nos. 101-112-03; Ferndale Area

RECOMMENDATION: Adopt the necessary findings prepared by Planning Staff.  Adopt Resolution No. 06-__, establishing the Agricultural Preserve.  Adopt Ordinance No. ____, amending Section 311-7 of the Humboldt County Code by reclassifying property in the Ferndale area, i.e. those lands currently zoned Unclassified within APN 101-112-03 to Agriculture Exclusive with a Special Building Site combining zone specifying a minimum lot size of 160 acres (AEB-5[160]).  Direct the Clerk of the Board to publish a summary of the zoning changes within 15 days of the date of the hearing.  Authorize the Chair of the Board to execute the Land Conservation Contract.  Direct Planning Staff to prepare and file a Notice of Exemption with the County Clerk and Office of Planning and Research.  Direct the Clerk of the Board to record copies of the Resolution and Land Conservation Contract with the County Recorder.  Direct the Clerk of the Board to give notice of the decision to the applicant, the Assessor's Office, County Counsel, the Planning Division, the California Office of Land Conservation and any other interested party.
