Board of Supervisors

1.                   Ratification of Resolution of Commendation for Michael Saul in Recognition of His Years of Service to Humboldt County (Jimmy Smith)

RECOMMENDATION: Ratify resolution that was presented to Mr. Saul on June 6, 2006.

2.                   Letter to Carlos M. Gutierrez, U. S. Secretary of Commerce, In Response to His Letter Dated May 19, 2006

RECOMMENDATION: Authorize Chair to sign letter, which requests that all the fisheries be analyzed for a disaster declaration, as the commercial, recreational, and tribal fisheries are essential to the economic health of California and Oregon.

Community Development Services

3.                   Reappointment of Ten Members to the Workforce Investment Board

RECOMMENDATION: Reappoint the following (with terms to expire on June 30, 2008):  Emilia Bartolomeu, Ben Fewell, Randy Hansen, Carol Hill, Bonnie Neely, David Perry, Jon Sapper, Bob Sampson, Lloyd Throne, and John Woolley.

County Administrative Office

4.                   Memorandum of Understanding (MOU) for Adding Orleans Volunteer Fire Department to the Workers' Compensation Coverage Program

RECOMMENDATION: Approve MOU by adopting Resolution No. 06-__.

5.                   Opposition to Assembly Bill 2987 (Nunez/Levine), Which Would Preempt Local Franchising Authority and Establish a New State Bureaucracy With the Power to Oversee Telecommunications Franchising in California

RECOMMENDATION: Strongly oppose Assembly Bill 2987, and send letter of opposition to Humboldt County's State and Federal legislative representatives.

District Attorney

6.                   Child Abuse Vertical Prosecution Block Program Grant From the Governor's Office of Emergency Services, Law Enforcement and Victim Services Division

RECOMMENDATION: Accept grant award of $75,875.

Health and Human Services - Administration

7.                   Agreement With the Humboldt Child Care Council for $83,020.09 to Provide Funding for the Humboldt Child Care Council to Furnish Family Specialist Workers to Assist Children and Families Served by the Child Welfare Services Division's Wrap-Around Program

RECOMMENDATION: Authorize the Chair to execute said agreement.

Health and Human Services - Mental Health Branch

8.                   Appointment to the Mental Health Board

RECOMMENDATION: Approve the appointment of Donald London to said Board.

Health and Human Services - Public Health Branch

9.                   Agreement With the State Water Resources Control Board for $297,233 to Fund the Local Oversight Program (LOP)

RECOMMENDATION: Approve agreement for identifying and overseeing the investigation and cleanup of contamination caused by leaks from underground petroleum storage tanks; and providing oversight for responsible parties in cleaning up the contaminated sites.

10.               Fourth Amendment to California Forensic Medical Group Contract for Provision of Jail Medical Services for Fiscal Year 2006-2007 ($288,237.60)

RECOMMENDATION: Approve amendment to provide for a price adjustment to the base price through June 30, 2007.

Library Services

11.               Adding the Bookmobile to the County Motor Pool

RECOMMENDATION: Transfer ownership of the Library's bookmobile, Vehicle ID No. 1T7YL2C2X61165806, to the County Motor Pool for capitalization, maintenance, repair, and insurance, effective with the start of Fiscal Year 2006-07.

Personnel

12.               Class Number Correction

RECOMMENDATION: Approve the change in the class number for the class of Executive Assistant to the Board of Supervisors from Class 1739 to Class 0120 effective May 16, 2006.

Public Works

13.               Existing Lease With Charlene and Ron Lundblade for Property Located at 112 W. Third Street for Sign Shop and Related Storage

RECOMMENDATION: Extend said lease through July 31, 2008.

14.               Resolution Authorizing the Annual Adjustment of the Funds Pledged by the Public Works Department to Complete Reclamation of Rock and Gravel Quarry Sites ($39,485.52)

RECOMMENDATION: Adopt Resolution No. 06-__.

15.               Construction of General Aviation Ramp at Arcata-Eureka Airport; Project No. AIP 3-06-0010-25; Contract No. 913250 ($2,662,365)

RECOMMENDATION: Award the project to Mercer Fraser Company, Inc.

16.               Timeline and Budget Adjustment for Phase One of the Proposed Joint Project Between the County of Humboldt and California Department of Parks and Recreation at Clam Beach County Park and Little River State Beach

RECOMMENDATION: Direct Public Works staff to make changes to the timeline (as needed).  Direct Auditor-Controller to remove the contingency transfer approved on Agenda Item No. E-1 from May 16, 2006 from the FY 2005-06 Parks budget, and direct Public Works staff to make an adjustment in the FY 2006-07 Parks budget for the approved amount.

17.               Amendment to the Redway Monument Preservation Fund Project Agreement With Barry L. Kolstad, Professional Land Surveyor

RECOMMENDATION: Approve amendment to extend said agreement through March 31, 2007.

18.               Memorandum of Agreement (MOA) With the Trinidad Rancheria, and the Bureau of Indian Affairs

RECOMMENDATION: Approve MOA to allow for additional funding opportunities as well as closer inter-governmental cooperation with the Trinidad Rancheria.

Sheriff

19.               Request to Authorize the Chair to Sign the Governing Body Resolution and Certification and Grant Assurance for the Fiscal Year 2006 Homeland Security Grant Program

RECOMMENDATION: Approve request.

D.                  SPECIAL PRESENTATIONS

1.                   Resolution of Commendation for Lorraine Davey in Recognition of Her Retirement After 28 Years With the Health and Human Services Department (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

2.                   Certificate of Recognition for Humboldt Redwoods State Park in Southern Humboldt (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to present a Certificate of Recognition regarding Humboldt Redwoods State Park being declared one of the top 100 family campgrounds nation-wide by ReserveAmerica, on an-line reservation company.

1.                   Ordinance Amending Section 571-4 of Chapter 1 of Division 7 of Title V of the Humboldt County Code, Relating to Duties of the Children and Families Commission (First 5)

RECOMMENDATION: Introduce ordinance by title, waive the first reading thereof, and schedule said ordinance for adoption on June 27, 2006.
