1.                   PERSONNEL DEPARTMENT:  Creation of Clinic Physician Classification (Consent Item)

RECOMMENDATION: Adopt the extra-help class of Clinic Physician, Class 0942, flat hourly salary of $100.00; and adopt the class description for Clinic Physician.

Agricultural Commissioner

1.                   Standard Agreement With the United States Department of Agriculture, Wildlife Services Division ($46,545)

RECOMMENDATION: Authorize Chair to sign said agreement, which provides for shared County/Federal-State funding for animal damage management activities on properties within Humboldt County.

2.                   Standard Agreement With the California Department of Food and Agriculture ($2,500)

RECOMMENDATION: Authorize Chair to sign said agreement, providing funds to offset the local cost incurred in the enforcement of the California Organic Foods Act as related to registrations/renewals, spot inspections, soil and tissue sampling, and complaint investigations.

3.                   Temporary Increase in Compensation of 20 Salary Ranges for Hugh Gallagher Effective July 10, 2006, and Continuing Until the Supervising Attorney Position is Filled or September 15, 2006, Whichever Comes First

RECOMMENDATION: Approve temporary increase.

4.                   Proclaim August 19, 2006 as "Bridge Fest Day" (Supervisor Rodoni)

RECOMMENDATION: Adopt the Proclamation.

5.                   Resolution Declaring August 12, 2006 as "Hot August Daze" (Supervisor Rodoni)

RECOMMENDATION: Adopt the Resolution.

6.                   Withdrawal of Request from the Southern Humboldt Community Healthcare District Governing Board for a Mail-Ballot Election on August 29, 2006 for the Purpose of Adopting a Special Parcel Tax (Supervisor Rodoni)

RECOMMENDATION: Accept the withdrawal request, and notify the Elections Department.

7.                   Resolution Authorizing Temporary Closure of Avenue of the Giants and Mattole Road for the Humboldt Redwoods Marathon and Half Marathon (Supervisor Rodoni)

RECOMMENDATION: Adopt Resolution No. 06-__.

8.                   Straight Up AmeriCorps Member Resolution of Commendation (Supervisor Neely)

RECOMMENDATION: Adopt Resolution of Commendation.

RECOMMENDATION: Approve the Board Orders.

10.               Contingency Transfer to Budget Unit 102 (Clerk of the Board)

RECOMMENDATION: Approve transfer of $2,000 to cover overdrafts in various line items.

11.               Humboldt County Fair Association 2006 Operating Budget

RECOMMENDATION: Approve the budget ($1,307,733).

Community Development Services

12.               Request for Approval of the Headwaters Fund Board's Loan Award of $750,000 to Support the Airport Terminal Expansion and Renovation Project

RECOMMENDATION: Approve request, and authorize the Chair of the Board to sign the loan contract when completed (after review and approval by County and Risk Management).

13.               Supplemental Budget for Budget Unit 1120-288 (Economic Development-Redevelopment)

RECOMMENDATION: Adopt supplemental budget ($96,078), reflecting actual costs.

County Administrative Office

14.               Assessment Appeals - Proposed Ordinance and Update

RECOMMENDATION: Introduce ordinance by title, waive the first reading, and set for adoption on July 25, 2006.

15.               Workers' Compensation Coverage - Blue Lake Fire Protection District

RECOMMENDATION: Authorize Chair to sign a Memorandum of Understanding for adding said District to the program effective July 1, 2006.  Adopt Resolution No. 06-__, adding said District to the County's primary and excess workers' compensation policies as a covered party/named insured.

16.               Certified Results of the Official Final Canvass of the Primary Election on June 6, 2006

RECOMMENDATION: Accept the certified results.

Health and Human Services - Administration

17.               Request to Exercise the Option to Extend the Lease at 231 Second Street in Eureka for Office Space for the Child Welfare Services Division's Visitation Center for Court-Ordered Visitation of Dependent Children With Their Parents

RECOMMENDATION: Approve the request to extend the lease executed September 23, 2003 with Robin Arkley, a sole proprietor.

18.               Grant Agreement With Prevent Child Abuse California for the AmeriCorps CWS Improvement Activities ($80,000)

RECOMMENDATION: Authorize Chair to execute said grant agreement.

19.               Grant Recommendations From the Child Abuse Prevention Coordinating Council of Humboldt County

RECOMMENDATION: Accept the grant proposals (totaling $25,000) from the North Coast Rape Crisis Team, Sexual Assault Response Team, the Manila Recreation After-School and Summer Recreation Program, and Exchange Club Parenting Center, for child abuse prevention, intervention, and treatment programs.

Health and Human Services - Mental Health Branch

20.               Approval of Request for Proposal (RFP) for a Mental Health Wellness Center

RECOMMENDATION: Approve RFP for circulation.

21.               Request to Exercise the Option to Extend the Lease Agreement With John Stubban for Property Located at 1122 5th St. in Eureka Through September 30, 2007

RECOMMENDATION: Approve the request for the benefit of the AB 2034/334 Homeless Program.

22.               Approval of Contract Amendments to Extend Humboldt County Alcohol and Other Drug Service Provider Agreement for Fiscal Year 2006-2007

RECOMMENDATION: Authorize Chair to sign contract amendment with North Coast Substance Abuse Council, Alcohol Drug Care Services, and Humboldt Domestic Violence Services for the provision of substance abuse counseling, non-medical detoxification, residential treatment, and other alcohol and other drug treatment and recovery services.

Health and Human Services - Public Health Branch

23.               Request to Adopt the 40-Hour Class of Public Health Laboratory Manager Into the Classification Plan

RECOMMENDATION: Approve request, and allocate a full-time Public Health Laboratory Manager position in Budget Unit 435, Salary Range 445, effective upon approval.

24.               Allocation of Three Vocational Assistant Positions for Assignment to Each of the Medi-Cal/Food Stamp Eligibility Units

25.               Temporary Increase in Pay for Matthew Miles as if Promoted to Bookmobile Library Assistant Through September 9, 2006, or Until the Bookmobile Library Assistant Returns to His Position, Whichever Comes First

26.               Campbell Overflight Easement; Assessor's Parcel No. 511-052-011; McKinleyville Area

RECOMMENDATION: Accept the Overflight Easement executed by Barbara Karen Campbell for the benefit of the Arcata-Eureka Airport.

27.               Memorandum of Understanding (MOU) With the City of Eureka to Provide a Framework for the Development and Implementation of an MOA and "Cumulative Traffic Impact Assessment and Mitigation Program" Pursuant to Mitigation Measure 11-3.1 in the Certified EIR for the Martin Slough Interceptor Project

RECOMMENDATION: Authorize the Chair to sign the MOU, and direct staff from Public Works and Community Development Services to participate in the Program Development and Implementation steps in Section 3 of the MOU.

28.               Supplemental Budget for ISF Heavy Equipment

RECOMMENDATION: Adopt supplemental budget ($191,729).

29.               Firewood Distribution Agreement With the Humboldt Senior Resource Center

RECOMMENDATION: Authorize Sheriff Gary Philp to sign said agreement.

I.                     PUBLIC HEARINGS--1:45 P.M.

Community Development Services

1.                   Morris Zone Reclassification; File No. 206-101-28 and -37 (Portion; Case No. ZR-04-09; Carlotta Area

RECOMMENDATION: Approve the Zone Reclassification amending Section 311 -7 of the Humboldt County Code by adding to lands currently zoned Agriculture General or Agriculture Exclusive a B-6 Combining Zone that fixes the lot size to the current lot of record (AG-B-6(13.97) and AE-B-6(63.2), respectively, and adopt Ordinance No. ____ effective upon recordation of the Parcel Map for the project.

2.                   Final Adoption of Coastal Plan and Zoning Ordinance Amendments Approved by the Coastal Commission on February 9, 2006 (to implement the 1998 Housing Element in the Coastal Zone).

RECOMMENDATION: Introduce the proposed ordinance by title and wave further reading, open the public hearing and receive staff report and public testimony, close the public hearing, approve as may be modified, staff recommendations by adopting Resolution #     ; adopt ordinance #           ; authorize the Office of County Counsel and Planning Division to make minor editing and formatting changes; and direct the Clerk of the Board to give notice of the decision to any interested party and to publish a summary of the changes made to the zoning ordinance within 15 days of adoption of the ordinance.

J.                   ADJOURNMENT
