8.                   Workers' Compensation Coverage - Garberville Fire Protection District

RECOMMENDATION: Approve Memorandum of Understanding for adding the Garberville Fire Protection District to the program effective August 1, 2006. Adopt Resolution No. 06-74 to add said District to the County's primary and excess workers' compensation policies as a covered party/named insured.

9.                   Corrections to Health Budgets 410 (Emergency Medical Services) and 434 (Outside Agency Support) Regarding North Coast Emergency Medical Services Allocation ($16,919)

RECOMMENDATION: Approve corrections.

10.               Resolution Amending Resolution No. 82-170 and Rescinding Resolution No. 05-69 in Regards to Changes in Office Hours

RECOMMENDATION: Adopt Resolution No. 06-75.

RECOMMENDATION: Approve plans and specifications.Open bids on Tuesday, September 5, 2006, at 2:00 p.m.

27.               Allocation of Full-Time Boat Operator

RECOMMENDATION: Delete the class of Boat Operator from the Classification Plan.Adopt the 40-hour class of Boat Operator I/II into the Classification Plan.Allocate a full-time Boat Operator I/II position in Budget Unit 1200 325.

28.               Supplemental Budget for the Humboldt County Fish and Game Advisory Commission ($241)

RECOMMENDATION: Adopt supplemental budget to cover the payment of a grant balance from a 2003 award.

1.                   Consideration of the Humboldt County Master Fire Protection Plan (MFPP) as a Supporting Document to the Humboldt County General Plan Update, and the Certification of the MFPP as a Community Wildfire Protection Plan Per the Federal Health Forest Restoration Act of 2003 Standards

RECOMMENDATION: Accept the MFPP as a Technical Background Study and Support Document for the General Plan Update.Certify that the MFPP has adequately met the standards of the Healthy Forest Restoration Act of 2003 for consideration as a Community Wildfire Protection Plan.Authorize the Chair to sign the Community Wildfire Protection Plan Certification and Agreement Signature Sheet for the MFPP.

G.                 CLOSED SESSION

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the appointment for the position of Administrative Assistant to the Board of Supervisors pursuant to Government Code Section 54954.5. County Administrative Office (CAO)

1.                   Consider Adoption of an Ordinance for the 2006-07 Update of the Humboldt County Schedule of Fees and Charges

RECOMMENDATION: Approve the new, increased, or changed fees, or modify the new, increased or changed fees, as shown in the Proposed Changes to Schedule of Fees & Charges for 2006-07.Introduce by title, Ordinance No. 2368, updating the Humboldt County Schedule of Fees and Charges for 2006-07, waive the first reading of the ordinance, and adopt the Ordinance. Direct the Clerk of the Board, within 15 days, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance, and to post in the office of the Clerk of the Board a certified copy of the full text of the adopted ordinance and amendments along with the names of those Supervisors voting for and against the ordinance [Government Code Section 25124 (b)(1)].
