RECOMMENDATION: Authorize Chair to sign letter of congratulations.

2.                   Appointment of Judith Schmidt to the Housing Authority Commission for the County of Humboldt

RECOMMENDATION: Approve appointment as representative of the Fifth Supervisorial District.

Community Development Services

3.                   Resolution in Support of the Application for the Eureka Enterprise Zone, and Authorizing the Chair to Sign the Application and Memorandum of Agreement with the City of Eureka Should the Enterprise Zone Be Designated

RECOMMENDATION: Adopt Resolution No. 06-__, and direct staff to assist the City of Eureka in completing the application for the Eureka Enterprise Zone.

4.                   Resolution Accepting 1) the Stephen A. Moser Irrevocable Offer to Dedicate an Easement for Vertical Public Access and Declaration of Restrictions; 2) the Stephen A. Moser Irrevocable Offer to Dedicate Open Space Easement and Declaration of Restrictions; and 3) the Stephen A. Moser Irrevocable Offer to Dedicate Open Space Easement and Declaration of Restrictions

RECOMMENDATION: Adopt Resolution No. 06-__, and direct staff to forward the signed Resolution to the California Coastal Commission to effect the recordation of the Certificate of Acceptance.

7.                   Contract with the California Department of Forestry and Fire Protection for Off-Season Fire Protection Services to the Trinidad Area and for Fire Dispatch Services

RECOMMENDATION: Authorize Chair to sign said contract.

8.                   Advance Step Increase from Step C to Step D for Sharon Hiney, IT Applications Analyst Supervisor

RECOMMENDATION: Approve advance step increase.

9.                   Homeland Security Countywide Communication Interoperability Assessment Study ($48,250)

RECOMMENDATION: Select Ganner Associates to perform the study, and authorize the Communications Director to execute a contract with Ganner Associates, consistent with the terms of the Proposal (upon approval by County Counsel and Risk Management).

Health and Human Services - Public Health Branch

10.               Revised Certification Statements for the Child Health and Disability Prevention Program and California Children's Services Program Plan for Fiscal Year 2005-2006

RECOMMENDATION: Authorize Chair to sign said statements.

11.               Request to Authorize Signing of a Revised California Office of Traffic Safety Youth Driving Safety Program Grant Agreement (Page 1) to Correct the Approval Signatures for a New Project Coordinator and Chair of the Board

RECOMMENDATION: Approve request.

Personnel

12.               Test Use Agreement for Board of Corrections Examinations

RECOMMENDATION: Authorize the Personnel Director to execute said agreement with Cooperative Personnel Services.

13.               Public Employees' Retirement System Contract Amendment to Establish a Fire Category for Coverage

RECOMMENDATION: Adopt Resolution No. 06-__, approving an amendment to the contract with the Board of Administration, California Public Employees' Retirement System.  Introduce the associated ordinance by title, waive the first reading thereof, and schedule for adoption on September 12, 2006.

14.               Renewal of Bilingual Test Use Agreement with Cooperative Personnel Services

RECOMMENDATION: Authorize the Personnel Director to execute said agreement.

15.               Appointment of Acting County Librarian

RECOMMENDATION: Appoint Ronda Wittenberg, Library Division Manager, as the Acting County Librarian, effective August 4, 2006, and continuing until August 27, 2006.  Appoint a temporary increase in compensation of ten salary ranges for Ronda Wittenberg, effective August 4, 2006, and continuing until August 27, 2006.

Public Works

16.               Supplemental Budget for Solid Waste; Budget Unit 438; Fiscal Year 2005-2006

RECOMMENDATION: Adopt supplemental budget ($12,000).

17.               Supplemental Budget for Roads; Budget Units 321 ($428, 200) and 322 ($10,502); Fiscal Year 2005-2006

RECOMMENDATION: Adopt supplemental budget.

18.               Avigation Easement to the County of Humboldt Executed by John Vincent Sleuter and Rebecca Lynn Sleuter for the Benefit of the Arcata-Eureka Airport

RECOMMENDATION: Accept said avigation easement.

19.               Request to Authorize the Director of Public Works, Upon Approval from County Counsel and Risk Management, to Sign Airport Improvement Program Grant Agreements for the Kneeland Airport ($237,500) and the Dinsmore Airport ($42,750)

RECOMMENDATION: Approve request.

20.               Supplemental Budget for Land Use Division; Budget Unit 166 ($24,000)

RECOMMENDATION: Adopt supplemental budget.

Sheriff

21.               Supplemental Budget ($10,000) to Provide Partial Funding for the Humboldt County Gang Risk Intervention Program

RECOMMENDATION: Adopt supplemental budget.

22.               Federal Annual Certification Report

RECOMMENDATION: Authorize the Chair and the Sheriff to sign said report.  Direct Sheriff to file said report with the U. S. Department of Justice, the U. S. Department of the Treasury, and the United States Attorney by August 31, 2006 in order for the County to continue participating in the Federal Equitable-Sharing Program.

23.               Supplemental Budget ($7,847) to Clear Overdrafts in Several Line Items

RECOMMENDATION: Adopt supplemental budget.

24.               Transfer Through Contingencies to Clear Edits in Budget Unit 1100 243 for Fiscal Year 2005-2006

RECOMMENDATION: Approve transfer of $4,059 through Contingencies.

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's

4.                   It is the intention of the Board of Supervisors to meet in closed session to consider the appointment for the position of Clerk of the Board of Supervisors pursuant to Government Code Section 54954.5.

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC APPEARANCES--1:30 P.M.
