1.                   Letter of Appreciation to Gerald Harland for His Service on the Fortuna Fire Protection District Board (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

2.                   Resolution Honoring Mary Larson on Her 90th Birthday - October 1, 2006 (Supervisor Woolley)

RECOMMENDATION: Ratify the Resolution.

Community Development Services

3.                   Release from Conveyance and Agreement to Allow Construction of Secondary Dwelling Units on Lot 27 (Currently APN 508-252-21) and Lot 52 (APN 508-252-05) of the CENTRAL ESTATES Final Map Subdivision; File No. APN 508-251-4 et al; Case No. FMS-04-94; McKinleyville Area

RECOMMENDATION: Authorize the Chair to execute the Quitclaim and Partial Reconveyance for Lots 27 and 52 of the Central Estates Final Map Subdivision.

Health and Human Services - Administration

4.                   Request to Award the Child Abuse Prevention, Intervention, and Treatment Program Contract to Northcoast Children's Services for Fiscal Years 2006 and 2007

RECOMMENDATION: Approve request, and approve the agreement for $75,000 annually for said years.

Health and Human Services - Public Health Branch

5.                   Approval of Amendment to State Agreement for Comprehensive AIDS Resources Emergency Program (Fiscal Years 2005-2007)

RECOMMENDATION: Approve Amendment No. A02 to Agreement No. 03-75904 with the California Department of Health Services, decreasing the allocation from the State by $5,688 for the one-year period beginning April 1, 2006 (bringing the total amount for the entire agreement term to $341,632).

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim Week of October 1, 2006 as National 4-H Week in Humboldt County (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim October 19, 2006 as International Credit Union Day (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim October 2006 as Traumatic Brain Injury Awareness Month (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim October 5, 2006 as Bipolar Disorder Awareness Day (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Clarification of Board Member Seat on the Board of Directors for the Humboldt County Association of Governments (HCAOG) (Supervisor Woolley)

RECOMMENDATION: Consideration of who should represent the Board of Supervisors on the HCAOG Board, and take appropriate action, if required.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

RECOMMENDATION: Receive reports, and take appropriate action (if required).

F.                  MATTER SET FOR TIME CERTAIN

1.                   Children's Health Initiative - Healthy Kids Humboldt Update to the Board of Supervisors (Supervisor Neely)

RECOMMENDATION: Authorize the Chair and the Director of the Department of Health and Human Services to sign the Humboldt County Children's Health Initiative Charter.

G.                 CLOSED SESSION

1.                   Standing Item--Report from Prior Closed Session   (if required)

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9(a).  County of Humboldt v. Robert C. McKee; Humboldt County Superior Court, Case No. DR020825

5.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC APPEARANCES--1:30 P.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber by 1:25 p.m.

 

I.                     ADMINISTRATIVE ABATEMENT HEARING - 1:45 p.m.

Code Enforcement Unit

1.                   Humboldt County vs. Mary N. Garth; 3057 Glendale Drive, Blue Lake; Assessor's Parcel No. 312-091-015 (Continued from August 15, 2006)

RECOMMENDATION: Pursuant to the provisions of Humboldt County Code Section 351-21 and 351-22, authorize the cost of the abatement to be advanced by the County of Humboldt and, if unpaid by the property owner, that a lien be placed against the parcel in the amount of the costs of the abatement.  Approve the transfer from Code Enforcement Trust Fund, account #3440000 in the amount of $4,250 to County Counsel's Professional & Special Services, account #1100-121-2-118, to cover the cost of cleanup.

J.                   PUBLIC HEARING

Community Development Services

1.                   Danco Plan Amendment Petition; McKinleyville Area; File No. 510-011-15 et al; Case No. GPP-06-01

RECOMMENDATION: Accept the petition by adopting Resolution No. 06-__.
