1.                   40-Hour Week for the Auditor-Controller's Office

RECOMMENDATION: Approve reallocation of the:  Accountant/Auditor I/II position, currently filled by Charlotte Blair to the 40-hour class of Accountant/Auditor I/II; Senior Accountant/Auditor positions currently filled by Martin Mellett, Nancy Stufflebeam, and a current vacancy to the 40-hour class; and Senior Fiscal Assistants currently filled by Melanie Hosford, Jennifer McKenzie, and a current vacancy to the 40-hour class.

Board of Supervisors

2.                   Letter to the California Fish & Game Commission Requesting that the Commission Maintain its Previous Schedule for the Northern Region Marine-Protected Areas Discussions (Supervisor Smith)

RECOMMENDATION: Ratify authorization for the Chair to sign the letter.

3.                   Letter of Appreciation to Janice Simmons for Her Service on the Loleta Community Services District Board (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

4.                   Letter of Support for Open Door Community Health Center's Federal Rural Health Outreach Grant Application to Assist Geographically-Isolated Populations in the Northern California Redwood Empire Region (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign letter of support.

5.                   Letter of Support for the Yurok Tribe's Grant Request to Secure Tribal Transit Program Funding in Collaboration with Klamath Trinity Non-Emergency Transportation (KTNet) (Supervisor Geist)

RECOMMENDATION: Ratify Chair signing letter of support.

6.                   Approval of the Board Orders from the Meeting of October 3, 2006

RECOMMENDATION: Approve the Board Orders.

Community Development Services

7.                   Ambrosini Parcel Map Subdivision/Zone Reclassification Application; File No. 100-162-08 et al.  Case No. PMS-04-35/ZR-04-11; Ferndale Area

RECOMMENDATION: Approve the Parcel Map Subdivision and the Zone Reclassification by amending Section 311-7 of the Humboldt County Code to concurrently remove and then restore the "X" (no further subdivision) combining zone. Adopt Ordinance No. ____.

Health and Human Services - Mental Health Branch

8.                   Services Agreement with Catholic Charities of the Diocese of Santa Rosa for the Providing Specialty Mental Health Services to Eligible Humboldt County Medi-Cal Clients for Fiscal Years 2006-07 and 2007-08 (Not Exceeding $225,000 Per Fiscal Year)

RECOMMENDATION: Authorize Chair to execute said agreement.

9.                   Appointment to the Mental Health Board

RECOMMENDATION: Appoint Vincent Feliz.

Health and Human Services - Public Health Branch

10.               Request for the Allocation of a Full-Time Office Assistant I/II Position in Environmental Health - Consumer Protection

RECOMMENDATION: Approve request.

11.               Request for Allocation a Full-Time Supervising Environmental Health Specialist in Environmental Health - Consumer Protection

RECOMMENDATION: Approve request.

Health and Human Services - Social Services Branch

12.               Request to Adopt the Class of Secretary II into the Classification

RECOMMENDATION: Approve request, and approve the allocation of a full-time Secretary II position in Budget Unit 511.

13.               Request for the Allocation of a Full-Time Social Worker III Position in the In-Home Supportive Services Unit

14.               Overflight Easement to the County of Humboldt Executed by Mickey L. Vogt and Connie I. Vogt

17.               Request to Authorize the Motor Pool to Purchase Two Patrol Vehicles for the Sheriff's Fleet ($50,000)

1.                   Request for Approval of the Headwaters Fund Board's Recommended Community Investment Fund Grant of Up to $51,129 to the Cher-Ae Heights Indian Community of the Trinidad Rancheria for Trinidad Pier Reconstruction Planning

RECOMMENDATION: Approve request.

2.                   Request for Approval of the Headwaters Fund Board's Loan Award of $350,000 to Support the Willow Creek Community Services District Water System Upgrade

RECOMMENDATION: Approve request.

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9   (if required)

4.                   Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9(a).  County of Humboldt v. Robert C. McKee; Humboldt County Superior Court, Case No. DR020825

5.                   It is the intention of the Board of Supervisors to meet in closed session to consider the appointment for the position of County Librarian pursuant to Government Code Section 54954.5.

6.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

H.                  PUBLIC APPEARANCES--1:30 P.M.

1.                   Dunn-Robinson-Forster-Gill General Plan Amendment Petition and Development of a Master Plan for 386 Acres; File No. 303-101-05; Case No. GPP-06-02; Cutten Area

RECOMMENDATION: Open the public hearing, and continue same to the meeting of Tuesday, January 23, 2007, at 1:45 p.m. (at the request of the applicant).

J.                   STUDY SESSION

1.                   Study Session on Speed Prevention Awareness Network (SPAN) (Supervisors Smith and Neely)

RECOMMENDATION: Receive report from the Department of Health & Human Services (DHHS) staff regarding next step action plans for the SPAN community coalition, working in collaboration with the DHHS; and take appropriate action (if required).

K.                  ADJOURNMENT
