1.                   Letter of Support for the Forks of the Salmon Elementary School's Biomass Energy Project (Supervisor Woolley)

RECOMMENDATION: Ratify the Chair's signing of a letter of support.

District Attorney

2.                   Supplemental Budget of $34,000 - (Fund 3921- D.A. Asset Forfeiture)

RECOMMENDATION: Adopt supplemental budget for the purchase of desks, PC's for new workstations, replacement of desk chairs with ergonomic chairs, a heavy-duty shredder, and the replacement of printers.

First 5 Humboldt

3.                   Appointment of Barbara McMahon to Serve on the Children and Families Commission (First 5 Humboldt)

RECOMMENDATION: Approve appointment.

Health and Human Services - Mental Health Branch

4.                   Agreement with Alcohol/Drug Care Services, Inc. ($508,000)

RECOMMENDATION: Approve agreement for providing Substance Abuse Counselor services to enrollees of the AB 2034/334 Homeless Program for the period of July 1, 2006 through June 30, 2007.

5.                   Agreement with Milhous Children's Services, Inc. (Contract Value of $64,150 Per Client with Total Contract Value Not to Exceed $192,450 Per Fiscal Year)

RECOMMENDATION: Approve agreement to provide Mental Health, Intensive Day Treatment-Full Day, Medication support, and Crisis Intervention Services to Medi-Cal Beneficiaries for Fiscal Years 2006 and 2007.

6.                   Extension of Extra-Help Appointment for Rebecca Laloli, Fiscal Assistant

RECOMMENDATION: Approve extension to a maximum of 2080 hours.

7.                   Inter-County Agreement with Lake County for Temporary Health Officer Coverage

RECOMMENDATION: Authorize Chair to execute said agreement.

Health and Human Services - Social Services Branch

8.                   Agreement with Alcohol Drug Care Services, Inc. for Operation of a Winter Shelter From December 1, 2006 to April 30, 2007

RECOMMENDATION: Authorize Chair to execute agreement for $100,000.

Law Library Trustees

9.                   Resolution Establishing a Revolving Petty Cash Fund for the Law Library ($100)

RECOMMENDATION: Adopt Resolution No. 06-__.

Personnel

10.               Amendment to Compensation for Management and Confidential Employees and Elected and Appointed Officials  Regarding County Librarian Salary.

RECOMMENDATION: Adopt Resolution No._____,approving the amendment to the 2005-2006, 2006-2007 and 2007-2008 Compensation Plans for Management and Confidential Employees and Elected and Appointed County Officials.

 

 

Public Works

11.               Easement to PG&E to Provide Installation and Maintenance of Power Transmission Facilities to the New General Aviation Ramp at the Arcata-Eureka Airport

RECOMMENDATION: Authorize Chair to execute said easement.

12.               Acceptance of Easement Deed and Summary Vacation of a One-Foot, Non-Vehicular Access Easement; Shelter Cove Subdivision; Assessor's Parcel No. 111-132-037

RECOMMENDATION: Accept the Easement Deed executed by Mark A. Mitchell and Nancy L. Mitchell to the County.  Adopt Resolution No. 06-__, summarily vacating an existing one-foot, non-vehicular access easement in the Shelter Cove Subdivision.

13.               Request for Support of a Grant-Time Extension on a Bicycle Transportation Account Grant for Shoulder Widening on Myrtle Avenue Between Hall Avenue and Mitchell Heights Road

RECOMMENDATION: Approve request, and authorize Chair to sign time-extension-request document.

1.                   Resolution of Commendation for Lora Canzoneri on Her Retirement as Clerk of the Board (Supervisor Woolley)

RECOMMENDATION: Adopt the Resolution.

2.                   Resolution in Recognition of the Child Abuse Services Team (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

3.                   Proclaim November 2006 as National Caregivers Month (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim December 1, 2006 as "World AIDS Day" (Supervisor Geist)

RECOMMENDATION: Adopt the Proclamation.

5.                   Proclaim November 30, 2006 as "A Day of Love and Forgiveness" (Supervisor Smith)

Public Works

1.                   Staffing Options for Clam and Moonstone Beach County Parks and Transfer from Contingencies of $33,015 for Immediate Staffing Requirements

RECOMMENDATION: Receive report and approve the addition of one sworn and one non-sworn position and approve the transfer from contingencies to provide immediate funding for overtime and extra-help hours until the classification review process in completed.

Health & Human Services - Social Services Branch

2.                   Authorize New Public Authority Rate for IHHS Providers Effective January 1, 2007

RECOMMENDATION: Adjourn as Humboldt County Board of Supervisors and convene as the Governing Board of the Humboldt County In-Home Supportive Services Public Authority and consider authorizing the new Public Authority rate effective January 1, 2007.

1.                   Resolution Calling for the Removal of Four Klamath River Dams (Iron Gate, Copco I, Copco II, and J.C. Boyle) (Supervisor Geist)

5.                   It is the intention of the Board of Supervisors to meet in closed session to consider the public employee appointment for the position of Agricultural Commissioner/Sealer of Weights and Measures pursuant to Government Code Section 54954.5.

6.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

RECOMMENDATION: Receive a report on the plan for the full, complete cleanup of the site; and take appropriate action.

Public Works

1.                   Formation of Permanent Road Division No. 1000, Zone 004, and Imposition of Parcel Charges for Magnolia Estates Subdivision, McKinleyville

RECOMMENDATION: Open the public hearing regarding the formation of Permanent Road Division No. 1000, Zone No. 004, and the setting of a special parcel charge for maintenance of roads for Magnolia Estates Subdivision, receive public testimony, and continue the Public Hearing and Election to December 5, 2006 at 1:45 p.m.

2.                   Formation of Permanent Road Division No. 1000, Zone 003, and Imposition of Parcel Charges for Sutter Ridge Subdivision, McKinleyville

RECOMMENDATION: Open the public hearing regarding the formation of Permanent Road Division No. 1000, Zone No. 003, and the setting of a special parcel charge for maintenance of roads for Sutter Ridge Subdivision, receive public testimony, and continue the Public Hearing and Election to December 5, 2006 at 1:45 p.m.

Community Development Services - Economic Development Division

3.                   Resolution Authorizing the Utilization of an Additional $46,000 from the Community Development Block Grant Housing Rehabilitation Revolving Loan Account to Provide Financing for the Raven House Teen Center Rehabilitation; and Authorizing the Community Development Services Director to Execute Loan Documents to Carry Out the Activities, After Review and Approval by County Counsel and Risk Management Director

RECOMMENDATION: Adopt Resolution No. 06-__.
