RECOMMENDATION: Adopt the revised class description for Senior Staff Services Analyst (salary range 381, class 716) and approve allocation of one full-time Senior Staff Services Analyst position in budget unit 511.

33.               Allocate Two Vocational Assistant Positions and Disallocate Two Vacant Data Entry Operator Positions.

RECOMMENDATION: Approve the allocation of two full-time Vocational Assistant positions (salary range 234, class 0742) in budget unit 511 and approve the disallocation of two vacant full-time Data Entry Operator I/II positions (salary range 229/263, class 1137 A/B) effective immediately.

39.               Approval of Contract Amendment with North Coast Emergency Medical Services (NCEMS)

RECOMMENDATION: Approve the seventh contract amendment with NCEMS.

Personnel

40.               Compensation for Overtime in Emergencies

RECOMMENDATION: Authorize a one-time payment of half-time pay for Management and Confidential Employees and Law Enforcement Management Employees who worked and received straight time overtime cash compensation during the Board of Supervisors declared emergency from December 19, 2005 to January 24, 2006.  Confirm the County policy that Cash Compensation for Overtime in Emergencies (Salary Resolution Section 9, A and Law Enforcement Management Memorandum or Understanding Article 22) shall be paid at a straight time hourly rate.

41.               Representation Unit Number Correction

RECOMMENDATION: Approve the change in the representation unit number for the class of Public Health Laboratory Manager from unit 3 to unit 8 effective July 11, 2006.

42.               Amendment to Memorandum of Understanding for Representation Unit 7 (Law Enforcement Management) Regarding the Undersheriff Salary

RECOMMENDATION: Adopt Resolution No. ____ approving the Amendment to the Memorandum of Understanding for Unit 7 (Law Enforcement Management).

43.               Amendment to Memorandum of Understanding for Representation Units 1-4 (American Federation of State, County and Municipal employees) Regarding Salary Adjustments for Certain Classifications

RECOMMENDATION: Accept the Easement Deed, adopt Resolution No. ____ summarily vacating an existing one foot non-vehicular access strip in the Shelter Cove Subdivision.

48.               Extension of Extra-Help Hours for Jenavieve Louderback

RECOMMENDATION: Approve the extension of extra-help hours for Jenavieve Louderback to a maximum of 1,920 hours for Fiscal Year 2006-2007.

49.               Acceptance of Easement Deed and Summary Vacation of a One Foot Non-Vehicular Access Strip, Shelter Cove Subdivision, APN 110-201-013

RECOMMENDATION: Accept the Easement Deed, adopt Resolution No. ____ vacating an existing one foot non-vehicular access strip in the Shelter Cove Subdivision.

50.               Supplemental Budget in Sheriff's Budget 1100-228 to Account for Additional Revenue from the Drug Enforcement Administration

RECOMMENDATION: Approve the supplemental budget in the amount of $15,000 to account for additional revenue received from the Drug Enforcement Administration.

51.               Supplemental Budget for the Cal-MMET Program ($257,386) and Allocate Two Deputy Sheriff Positions

RECOMMENDATION: Approve the allocation of two Deputy Sheriff I/II positions, the purchase of two vehicles, and approve a supplemental budget of $257,386 to fund the Cal-MMET Coastal Initiative program.
