2.                   Resolution of Commendation for Athleen Baker on her Retirement (Supervisor Neely)

RECOMMENDATION: Ratify the Resolution.

3.                   Letter of Appreciation to Jerryl Lynn Rubin, MD for her Service on the Human Rights Commission (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

4.                   Letter of Support for the Mattole Restoration Council's Grant Request to Establish a River Parkway along the Upper Mattole River. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to Sign Letter of Support.

5.                   Appointment of Bud Tillinghast to the Human Rights Commission (Supervisor Neely)

RECOMMENDATION: Approve the appointment of Bud Tillinghast to the Human Rights Commission.

Community Development Services

6.                   Prosperity Individual Development Account Program Memorandum of Understanding with Arcata Economic Development Corporation, North Coast Small Business Resource Center, Consumer Credit Counseling Service of the North Coast

RECOMMENDATION: Approve the Memorandum of Understanding between Humboldt County ad the Arcata Economic Development Corporation, the North Coast Small Business Resource Center, the Consumer Credit Counseling Service of the North Coast to coordinate, develop and maintain the Prosperity IDA Program.

7.                   RLF Redwood Properties Joint Timber Management Plan and Guide, APN 314-131-05 Case No. JTMP-06-02, North of Kneeland Road

RECOMMENDATION: Approve the division of assessor parcels zoned Timberland Production Zone into parcels containing less than 160 acres, and approve the RLF Redwood Properties Joint Timber Management Plan and Guide.

8.                   Agreement for Consultant Services for Environmental Impact Report (EIR), Forster-Gill Robinson-Dunn, Establishment of a New Trust Fund 3575, and Supplemental Budget

County Administrative Office

9.                   Establishment of Budget for Office of Traffic Safety Grant

RECOMMENDATION: Establish new budget unit (#104) OTS Traffic Safety Grant (OTS Grant $49,360).

10.               Approval of Funding Recommendation of the Center for Facility Advancement Steering Committee

RECOMMENDATION: Approve the expenditure of up to $67,200 from the Center for Facility Advancement budget allocation to replace roofs on the Fortuna Veterans Building and the Clark Complex.

11.               Approve the Transfer of Ownership to Wavedivision VI, LLC Upon All Identified Conditions Being Met

RECOMMENDATION: Authorize Resolution No. ____ consenting to the Transfer Application and the Transfer of the Franchise from Starstream to WaveDivision.

Health and Human Services - Administration

12.               Agreement between Humboldt County and Del Norte County Mental Health Department for Fiscal Year 2006-2007

RECOMMENDATION: Approve the agreement between Humboldt County and Del Norte County Mental Health Department for fiscal year 06-07.

13.               Agreement for Services with California Institute for Mental Health

RECOMMENDATION: Approve the agreement for Services with the California Institute for Mental Health for training and technical assistance ($65,000).

Health and Human Services - Mental Health Branch

14.               Mental Health Branch Charge Rate Schedule

RECOMMENDATION: Approve and adopt the charge rate schedule for the Department of Health and Human Service Mental Health Branch effective July 1, 2006.

15.               Agreement By and Between Humboldt County and Double RR Care Homes, Corp. for Fiscal Year 2006-2007

RECOMMENDATION: Approve the agreement with Double RR Care Homes, Corp. to include fiscal year 2006-2007.

16.               Extension of Extra-Help Hours for Dusty Downing

RECOMMENDATION: Approve the extension of extra-help hours for Dusty Downing to a maximum of 1,950 hours.

17.               Appointments to the Humboldt County Children and Families Commission

RECOMMENDATION: Appoint Susan Buckley and Peggy Falk to the Humboldt County Children and Families Commission as representatives of the Department of Health and Human Services with terms to expire January, 2010.

Health and Human Services - Social Services Branch

18.               Approve the Whole Child Interagency Council Recommendation to Dissolve Their Council

RECOMMENDATION: Approve the recommendation to dissolve the Whole Child Interagency Council.

19.               Establish New Lines and Approve a Supplemental Budget in Department 582, Employment Training Services Multi-Project Budget

RECOMMENDATION: Approve and establish line items: National Emergency Grant and Newcomers Grant and approve the supplemental budget (Federal Grant $180,000).

Public Works

20.               Extension of Extra-Help Hours for Samantha Smith

RECOMMENDATION: Approve the extension of extra-help hours to a maximum of 1,920 hours.

21.               North Park Estates Final Map Subdivision, APN 510-141-04, McKinleyville

RECOMMENDATION: Declare the subdivision as complete and approve and accept the subdivision map for recordation.  Accept the dedications to the Humboldt County North Park Lane for public utilities, reject North Park Lane as  public road, accept Labrador Lance and Parcel A as public utility easements, and accept Parcel E as a non-vehicular access easement.

22.               Appointment of Sheila Nitzel to the Humboldt County Children and Families Commission.

RECOMMENDATION: Reappoint Sheila Nitzel to the Children and Families Commission.

23.               Appointment of Kate Green, Siddiq Kilkenny and Claire Knox to the Humboldt County Children and Families Commission

RECOMMENDATION: Appoint Kate Green, Siddiq Kilkenny and Claire Know to the Humboldt County Children and Families Commission.

1.                   Resolution Honoring Vikki Bernstein on her Retirement Supervisor Woolley

RECOMMENDATION: Adopt the Resolution.

Public Works

1.                   Resolution and Ordinance Authorizing the Director of Public Works or His Designee to Acquire and Accept Interests in Real Estate on Behalf of the Board of Supervisors

RECOMMENDATION: Introduce by title and waive the first reading of the ordinance and set the ordinance for adoption.  Adopt the Resolution authorizing the Director of Public Works to Accept and Consent to Deeds or Grants of Interest in Real Estate.

In-Home Supportive Services Public Authority

2.                   Receive the In-Home Supportive Services Advisory Board's Report to the Governing Board

RECOMMENDATION: Adjourn as Humboldt County Board of Supervisors and convene as the Governing Board of the Humboldt County In-Home Supportive Services Authority and accept the Advisory Board Report.

3.                   Appointment of New Members to the In-Home Supportive Services Board

RECOMMENDATION: Adjourn as Humboldt County Board of Supervisors and convene as the Governing Board of the Humboldt County In-Home Supportive Services (IHSS) Public Authority.  Consider the appointment Bobbie McKay, Karen Abolsaba, and Victoria Mayes-Webb to the IHSS Advisory Board, hear public comment, adjourn and reconvene as Humboldt County Board of Supervisors.

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

5.                   Pursuant to Government Code Section 54954.5(b), Conference re Real Property Negotiation regarding 2164 Summit Ridge Drive, Eureka, owned by Michael Farrand Trust, regarding price and terms of payment.”

RECOMMENDATION: Receive staff report, open the public hearing and receive public testimony, close the public hearing and direct staff to submit final closing documents.

2.                   Hackett Timber and Livestock Agricultural Preserve, APN 106-181-13 et al, Ferndale Area

RECOMMENDATION: Hold a public hearing, consider the application, adopt Resolution No. ____ establish the Agricultural Preserve, adopt Ordinance No. ____ amending Section 311-7 of the Humboldt County Code by reclassifying property in the Ferndale area.

3.                   Carrington (Iaqua Ranch) Agricultural Preserve, APN 314-241-02, Kneeland Area

RECOMMENDATION: Hold a public hearing, consider the application, adopt Resolution No. ____ establishing the Agricultural Preserve, Adopt Ordinance No. ____ reclassifying property in the Kneeland area.
