6.                   Request to Allocate and Fill a Permit Specialist and Planner Position, Authorize a Substitute Permit Specialist Appointment, and Exempt the Appoint from the Hiring Freeze

RECOMMENDATION: Approve request.

7.                   Economic Development Division Reorganization and Job Classification Review

RECOMMENDATION: Direct the Personnel Department to conduct classification reviews of Economic Development Specialist positions and a fiscal position necessary to implement a proposed reorganization of the Economic Development Division.

8.                   Response to Grand Jury Request for Follow-Up Information

RECOMMENDATION: Modify, as appropriate, and approve responses to the follow-up questions asked by the Grand Jury.

9.                   Exemptions to the Hiring Freeze

RECOMMENDATION: That the Board approve the exemptions for Auditor-Controller, Sr. Accountant Auditor; District Attorney, Legal Office Assistant I; and Probation, .5 Probation Officer I/II in BU 235, and .5 Probation Officer I/II in BU 237.

10.               Cooperative Fire Protection Services Contract Resolution for Fiscal Year 2003-04

RECOMMENDATION: Adopt Resolution No. 04-__, approving the Fiscal Year 2003-04 agreement with the California Department of Forestry and Fire Protection.

County Clerk-Recorder

11.               Waiver of 960-Hour Limit for Drew Gleason, Extra-Help Employee

RECOMMENDATION: Extend hours up to 1920.

District Attorney

12.               Joint Powers Agreement with Victim Compensation and Government Claims Board for Fiscal Year 2004-05; Victim Witness (General Fund - State Grant Funds)

RECOMMENDATION: Adopt Resolution No. 04-__, approving agreement for $129,309 in funding.

General Services

13.               Temporary Increase in Compensation for Craig Wilson, Facility Maintenance Supervisor; Jackie Shema, Senior Buyer; and Ron Vetter, System Support Technician II

RECOMMENDATION: Approve temporary increase in compensation for said employees ($3,407).

14.               Earthquake Insurance Coverage for County Facilities

RECOMMENDATION: Authorize General Services Director to send a letter to the California Office of Emergency Services and Federal Emergency Management Authority requesting an exemption from providing earthquake insurance coverage for the Courthouse due to the coverage cost.  Authorize General Services Director to notify the Humboldt County Public Leasing Corporation that the County will discontinue earthquake coverage on the Northern California Regional Facility and Jail Phase II projects due to the coverage cost.  Authorize General Services Director to discontinue earthquake coverage on Information Services Building, Northern California Regional Facility, Jail Phase I, Jail Phase II, and Humboldt County Main Library effective immediately.

Health and Human Services - Administration

15.               Classification and Allocation of Public Guardian

RECOMMENDATION: Adopt the classification of Public Guardian into the Classification Plan.  Allocate one full-time Public Guardian position in Budget Unit 273.  Exempt newly-allocated Public Guardian position from the hiring freeze effective June 20, 2004.

16.               Disallocate One .6 FTE Psychiatric Nurse Position, and Increase the FTE of Two .6 FTE and One .5 FTE Psychiatric Nurse Positions in Budget Unit 424

RECOMMENDATION: Approve request.

Health and Human Services - Mental Health Branch

17.               Extension of Extra-Help Hours for Isaac Larson, Mental Health Worker I

RECOMMENDATION: Approve extension to a maximum of 1960 hours.

18.               First Amendment to the Combined Negotiated Net Amount and Drug Medi-Cal Contract for Fiscal Year 2003-04

RECOMMENDATION: Authorize the Mental Health Branch Director, acting in the capacity of the County Alcohol and Drug Administrator, to sign and submit the first amendment to the State Department of Alcohol and Drug Programs.

19.               Resolution Approving Humboldt County's Plan for the Substance Abuse and Crime Prevention Action of 2000 Program

RECOMMENDATION: Adopt Resolution No. 04-__, approving the plan, agreeing to comply with all provisions of the act, and assuring maintenance of a trust fund for funds received pursuant to the act.

Health and Human Services - Public Health Branch

20.               Approval of the Lead Hazard Reduction Compliance and Enforcement Agreement with the State Department of Health Services

RECOMMENDATION: Approve agreement for $15,000 in grant funds.

21.               Approval of Funding for the California Department of Health Services' Beach Act Monitoring and Notification Program Grant

RECOMMENDATION: Authorize Chair to sign Agreement No. 03-76004.

22.               Approval of the Local Oversight Program Contract Agreement for Fiscal Year 2003-04

RECOMMENDATION: Approve Agreement No. 03-011-250-0.

23.               Approval of Supplemental Budget and Amendment to Agreement with Public Health Institute

RECOMMENDATION: Approve amendment to Agreement No. 1005267, and adopt supplemental budget ($3,000) for holding training for school/district staff on the development and/or implementation of nutrition and physical activity policies (Project Leaders Encouraging Activity and Nutrition Program).

24.               Approval of Amendment to State Agreement for Housing Opportunities for Persons with AIDS (HOPWA) Program

RECOMMENDATION: Approve Amendment No. A02 to Agreement No. 01-15559 with the California Department of Health Services, allowing the County to be reimbursed up to $46,128 for services performed related to the agreement through June 30, 2004.

25.               Approval of Provider Agreement for Targeted Case Management (TCM) for Fiscal Years 2004-2006

RECOMMENDATION: Approve agreement with the State Department of Health Services.

26.               Resolution of Support for the Application to Receive Fiscal Year 2005-05 and the Subsequent Four Years State Funding for Costs Related to Operation of Humboldt County's Regional Used Oil Recycling Program

RECOMMENDATION: Adopt Resolution No. 04-__.

27.               First Amendment to Agreement with Humboldt Senior Resource Center for Targeted Case Management (TCM)

RECOMMENDATION: Approve amendment, increasing the administrative fee for Fiscal Year 2003-04 to 15% of TCM reimbursement.

28.               First Amendment for Targeted Case Management with Making Headway, Inc.

RECOMMENDATION: Approve first amendment to agreement, permitting the Department of Health and Human Services to meet budgeted revenues and expenditures.

29.               Approval of Trust Fund Report and Certification Against Supplanting--Progress Report to the California Department of Health Services on Local Public Health Preparedness and Response to Bioterrorism Program

RECOMMENDATION: Approve Trust Fund Report, and receive, approve, and sign Certification Against Supplanting.

30.               Retroactive Approval of Contract Amendment

RECOMMENDATION: Approve contract Amendment, No. 02-25677-A1, Women, Infants, and Children Supplemental Nutrition Program through September 30, 2005.

RECOMMENDATION: Receive the report in discussion section on comprehensive maintenance costs, maintenance of drainage on north side of the levee, and potential use of herbicides for vegetation management.  Authorize staff to continue with current method of vegetation control.  Authorize staff to proceed with the recommended process for gravel sales from Redwood Creek Flood Control Project.  Authorize staff to investigate options for community volunteers to assist with vegetation removal from Redwood Creek Flood Control Project.

4.                   Adjourn as the Humboldt County Board of Supervisors and reconvene as the Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6. Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

Community Development Services

1.                   Request for Authorization to Submit an Application for a Community-Development-Block-Grant Planning and Technical Assistant Grant for $70,000 from the 2004-05 Allocation to Conduct Four Studies, and Delegation of Signatory Authority to the Community Development Services Director

RECOMMENDATION: Approve request by adopting Resolution No. 04-__.
