RECOMMENDATION: Appoint George Nichols to the Humboldt County Fish and Game Advisory Commission.

4.                   Appointments to the Workforce Investment Board Youth Council

RECOMMENDATION: Reappoint Maura Eastman and Appoint Mark Schaffner for three year terms.

5.                   Third Amendment to Sublease for 520 E Street, Eureka, with Redwood Region Economic Commission for the Economic Development Division

RECOMMENDATION: Approve the Third Amendment to Sublease with Redwood Region Economic Development Commission (RREDC) and authorize the Chair to execute the amendment.

6.                   Workforce Investment Board One-Stop Partner Memoranda of Understanding

RECOMMENDATION: Approve the memoranda of understanding between the Workforce Investment Board of Humboldt County and the Humboldt County Board of Supervisors.Authorize the Chair to execute the memoranda of understanding and One-Stop System Partners agreement.

7.                   Agreement with Daniel C. Smith & Associates to Conduct a County Facilities Master Plan and Financing Study

RECOMMENDATION: Authorize the Chair to execute the agreement and direct the County Administrative Officer, or his/her designee, to oversee the project ($75,000 General Fund, already budgeted).

8.                   Biennial Conflict of Interest - Special Districts and School Districts

RECOMMENDATION: Approve the recommended changes by the Special Districts and School Districts to the districts' conflict of interest codes.

10.               Advanced Step Increase for Two Deputy District Attorneys

RECOMMENDATION: Approve an advanced Step Placement for Deputy District Attorney IV, Arnold Klein, from step A to step E and approve an advanced Step Placement for Deputy District Attorney IV, Jeffrey Schwartz, from step A to step E, beginning the first bi-weekly pay period following approval.

14.               Appointment to the Humboldt County Alcohol and Drug Advisory Board

RECOMMENDATION: Appoint Tracey Christian to the Alcohol and Drug Advisory Board.

15.               State Department of Mental Health Managed Care Contract for Fiscal Year 2006 - 2007

RECOMMENDATION: Approve the agreement between the Department of Health and Human Services, Mental Health Branch and the State Department of Mental Health.Authorize the Mental Health Director to execute the agreement and subsequent amendments.

RECOMMENDATION: Approve the extension of extra-help hours for Kelly Ricketts to a maximum of 1400 hours.

17.               State Department of Mental Health, Mental Health Services Act (MHSA) Integrated Three-Year Program and Expenditure Plan

RECOMMENDATION: Approve the agreement and authorize the Mental Health Director to execute the agreement and any subsequent amendments.

RECOMMENDATION: Appoint Cindy Denbo, Acting County Librarian effective August 27, 2006, and continuing until the position is filled.Approve a temporary increase in compensation of 10 salary ranges for Cindy Denbo effective August 27, 2006 through December 30, 2006 and approve a temporary increase in compensation of an additional 65 salary ranges for Cindy Denbo effective December 31, 2006 and continuing until the County Librarian position is filled.

RECOMMENDATION: Approve a temporary increase in compensation for Justin DeCarolis, Acting Supervising Corrections Officer from November 19, 2006 through May 15, 2007.

22.               Ordinance Authorizing the Director of Public Works or His/Her Designee to Acquire and Accept Interests in Real Estate on Behalf of the Board of Supervisors

RECOMMENDATION: Adopt Ordinance No. _____.

23.               Disposal of Surplus Vehicles

RECOMMENDATION: Declare seven vehicles surplus and authorize the Purchasing Agent to dispose of the surplus property and deposit the revenue from the sale into the Motor Pool Fund.

24.               Construction of Graham Gulch Culvert Replacement, County Project Number 204303

RECOMMENDATION: Accept the completed contract between R. Brown Construction and Humboldt County for the Graham Gulch culvert replacement.

4.                   Standing Item--Adjourn as County Board of Supervisors and Reconvene as Humboldt County Public Authority.Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.It is the Intention of the Board of the Humboldt County Public Authority to Meet in Closed Session to have a Conference with its Labor Negotiator to Review and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to Represented and Unrepresented Personnel of the Humboldt County Public Authority.

RECOMMENDATION: Receive a report on the removal of ninety percent of the materials from the property, and take appropriate action.

1.                   Jennings, General Plan Amendment Petition; APN 303-111-50; Case No. GPP-06-03, Cutten Area

RECOMMENDATION: Open the public hearing, receive staff report and public comment.Based on the findings, accept the Petition.
