1.                   It is the Intention of the Board of Supervisors to Meet in Closed Session to Consider the Public Employee Performance Evaluation for the Position of County Counsel Pursuant to Government Code Section 54954.5.

Board of Supervisors

1.                   Letters of Appreciation to Michelle Lee, Linda Maxon, and Gretchen Campbell For Their Service on the Workforce Investment Board

RECOMMENDATION: Authorize the Chair to sign letters of appreciation.

2.                   Letters of Support for the Wiyot Tribe's Indian Island Rookery Project and the Indian Island Floating Dock Project. (Supervisor Neely)

RECOMMENDATION: Authorize the Chair to sign letters of support.

Clerk of the Board

3.                   Approval of Board Orders - Meeting of November 14, 2006

RECOMMENDATION: Approve the Board Orders and authorize the Chair and Clerk of the Board to execute the minute book in accordance with California Government Code Section 25103.

4.                   Reappointments to the Planning Commission

RECOMMENDATION: That the Board reappoint Jeff Smith, T. Scott Kelly and Bruce Emad to the Planning Commission with terms to expire January 31, 2011.

5.                   Approval of Board Orders - Meeting of December 5, 2006

RECOMMENDATION: Approve the Board Orders.

County Administrative Office

6.                   Worker's Compensation Coverage - Fruitland Volunteer Fire Department

RECOMMENDATION: Authorize the Chair to sign the Memorandum of Understanding to add Fruitland Volunteer Fire Department to the program effective February 1, 2007 and approve Resolution No. ____ to add Fruitland Volunteer Fire Department to the County's primary and excess worker's compensation policies as a covered party/named insured.

Health and Human Services - Administration

7.                   Child Abuse Prevention Coordinating Council of Humboldt County (CAPCC) Grants

RECOMMENDATION: Approve the CAPCC Trust Review Committee grant proposals totaling $25,000, from North Coast Rape Crisis Team, Sexual Assault Response Team, The Manila Recreation After School and Summer Recreation Programs and Exchange Club Parenting Center, for child abuse prevention, intervention and treatment programs.

Health and Human Services - Public Health Branch

8.                   California Department of Health Services Emergency Preparedness Funding Grant Agreement for Fiscal Year 2006-2007 and Supplemental Budget

RECOMMENDATION: Approve the Agreement and Supplemental Budget (additional $285,549).

9.                   Memorandum of Agreement Between California Department of Health Services and Humboldt County to Host a CHEMPACK Storage Facility and Supplemental Budget

RECOMMENDATION: Approve the agreement and authorize the Chair to execute said agreement.Approve supplemental budget in the amount of $43,864 (No increase to General Fund).

10.               Extension of Extra-Help Hours in Budget Unit 621

RECOMMENDATION: Approve the extension of extra-help hours for Kellie Bryan to a maximum of 1500 hours, Pat Smith to a maximum of 1500 hours Sarah Crawford, Danielle Flores, and Carol Waller to a maximum of 1200 hours.

11.               Recognition of Donations Made to the Library and Supplemental Budget ($12,927.26)

RECOMMENDATION: Adopt the supplemental budget.

12.               Revised Class Description for Investigator (Community Assistance)

RECOMMENDATION: Approve an amendment to the class description changing the title from Investigator (Community Assistance) (salary range 404, class 0413) to Investigator (Code Enforcement) (salary range 404, class 0413).

Public Works

13.               Purchase of a Riding Lawn Tractor for Parks

RECOMMENDATION: Approve the purchase of a riding lawn tractor for Parks for an amount not to exceed $3,500.

14.               Differential Pay as Acting Correctional Supervisor for Senior Correctional Officer, Tim Hershberger

RECOMMENDATION: Authorize Senior Correctional Officer, Tim Hershberger, to be compensated at the rate of Correctional Supervisor beginning December 11, 2006 through February 26, 2007, or until the Correctional Supervisor in charge of SWAP, returns to work.

15.               Establish Fixed Asset Account and Supplemental Budget in Sheriff's Budget 1100 243

RECOMMENDATION: Authorize the Auditor/Controller to establish Fixed Asset Account 1100-243-8-732 and approve supplemental budget in the amount of $2,025 to purchase a stainless steel cart to transport food trays in the Correctional Facility.

16.               Declaration of Surplus Property

RECOMMENDATION: Declare a 1996 Yamaha Kodiak All Terrain Vehicle as surplus property and allow the vehicle to be sold at public auction.

17.               Reallocation of the Fiscal Assistant I/II Position in Fund 3453 (Budget Unit 439) to Senior Fiscal Assistant

RECOMMENDATION: Approve the reallocation of the vacant .50 FTE Fiscal Assistant I/II (salary range 243-269, class 0177) position in fund 3453, budget unit 429, to Senior Fiscal Assistant (salary range 293, class 0124) effective immediately (Funding will be provided with Proposition 10 revenues).

D.                  SPECIAL PRESENTATIONS

1.                   Linda Hartman is Retiring from the Humboldt County Department of Health and Human Services. (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

E.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Adoption of 2007 State and Federal Legislative Platforms

RECOMMENDATION: Review, modify as appropriate, and adopt the proposed state and federal legislative platforms for 2007.

Community Development Department

2.                   HR 2389 - Recreational and Conservation Easement Support Program - Friends of the Dunes Funding Request (Stamps Acquisition, Lot Line Adjustment and Closing Costs Allocations)

RECOMMENDATION: Receive staff report, approve funding request of $10,000 to provide funding for acquisition, the processing costs of a lot line adjustment and closing costs for the Stamps Public Access and Conservation Dunes Restoration Project.

Clerk of the Board

3.                   Appointment of Board Members to Various Boards, Committees, and Commissions for Calendar Year 2007. (CONTINUED FROM JANUARY 2, 2007 BOARD OF SUPERVISORS MEETING).

RECOMMENDATION: Appoint Board Members to various boards, committees, and commissions for calendar year 2007.

1.                   Standing Item--Report from Prior Closed Session (if required).

2.                   Standing Item--Pursuant to Government Code Section 54957.6, Review the County's Position, and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel.

3.                   Standing Item--Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9 (if required).

4.                   Standing Item--Adjourn as County Board of Supervisors and Reconvene as Humboldt County Public Authority.Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.It is the Intention of the Board of the Humboldt County Public Authority to Meet in Closed Session to have a Conference with its Labor Negotiator to Review and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to Represented and Unrepresented Personnel of the Humboldt County Public Authority.

5.                   Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9(a), County of Humboldt v. Robert C. McKee; Humboldt Superior Court Case No. DR020825.

H.                  ADMINISTRATIVE ABATEMENT HEARINGS

Code Enforcement Unit

1.                   Humboldt County vs. Mary N. Garth; 3057 Glendale Drive, Blue Lake; Assessor's Parcel No. 312-091-015

RECOMMENDATION: Receive a report on the removal of ninety percent of the materials from the property and take appropriate action (if required).
