Recommendation: Authorize County staff to prepare a grant application for submittal by the deadline date of April 30, 2001, encompassing all project elements.

Recommendation: Adopt Ordinance No. 2243.



2. Subject: Ordinance Establishing Twenty-Five Dollars ($25) Per Diem for Grand Jurors

Recommendation: Introduce ordinance, waive first reading, and schedule adoption date.

3. Subject: Fortuna Chamber of Commerce Citizen of the Year (Supervisor Rodoni)

Recommendation: Ratify resolution of congratulations for Larry Francesconi.

Recommendation: Adopt Resolution No. 01-36.

12. Subject: Supplemental Budget of $247,848 for Managed Care Program

Recommendation: Approve supplemental budget.



13. Subject: Federal Substance Abuse Mental Health Services Administration Application for Funding for Residential Alcohol & Other Drug Treatment Facility for Women with Children

Recommendation: Authorize submittal of application.



14. Subject: Agreement with Michael Burleson, M.D. for Non-Emergency Medical Services

Recommendation: Amend agreement whereby the County will provide medical professional liability insurance.

Recommendation: Approve reallocation.



16. Subject: County Medical Services Program (CMSP) Wellness & Prevention Grant Program

Recommendation: Approve agreement with the CMSP governing board.



17. Subject: Request to Apply for the Enforcement Assistance Grant Funding from the California Integrated Waste Management Board

Recommendation: Approve request by adopting Resolution No. 01-37.

Recommendation: Approve agreement with the Redwood Community Action Agency.

Recommendation: Approve request.



20. Subject: Request for a Ten-Salary-Range Increase for Matthew Miles, Library Assistant II, for Out-of-Class Assignment as Bookmobile Library Assistant When He Replaces the Bookmobile Library Assistant on an As-Needed Basis

Recommendation: Approve repair and purchase by transferring $1,620 from Contingencies.

Recommendation: Adopt Resolution No. 01-38.

26. Subject: Grant to Fund a Children's Being with Books Program at the Humboldt County Library

Recommendation: Accept grant from the Children and Families Commission.



D. PUBLIC APPEARANCES--9:05 A.M.



Larry Taylor has a problem with a motorhome that is parked at the top of the hill where he lives on Abram Lane in the Eureka area. It has been going on for five years, and there have been many "near-accidents" as a result of the motorhome being parked where it is. He asked that an ordinance be considered for adoption that would address these types of safety concerns.



Shirley Shelburn submitted data on behalf of the Humboldt Watershed Council.

Recommendation: Adopt Ordinance No. 2244, reclassifying the subject property from Agriculture Exclusive (AE) into Agriculture General with a Special Area Combining Zone, specifying a five-acre minimum parcel (AG-B-5[5]).



3. Subject: Appeal of the Director's Determination Not to Issue a Building Permit Prior to Issuance of a Required Coastal Development Permit for Repair of a Fire-Damaged Residence for Ellis Williamson at 3700 Edgewood Road in Eureka (APN 15-191-30)

Recommendation: Release attorney-client privilege memo, and continue hearing to May 1, 2001.
