Action: Approve contract with the State Department of Pesticide Regulation.

Action: Approve purchase for Alternative Response Team.



13. Subject: AIDS Drug Assistance Program Standard Agreement and Supplemental Budget ($386)

Action: Approve budget and agreement with State Dept. of Health Services.

Action: Reject all bids received for said project.

Action: Award the project to DANCO Builders of Arcata.



16. Subject: Transportation Services for the Elderly and Handicapped in Southern Humboldt County

Action: Amend agreement with the Humboldt Transit Authority.



17. Subject: Construction of Hammond Trail (Fischer Road Segment), Project No. RPL-5904 (043)

Action: Approve plans and specifications, and hold bid opening on July 31, 2001.



D. PUBLIC APPEARANCES--9:05 A.M.



Norm Erlich, owner of Six Rivers Solar, supports waiving permit fees for solar energy installations. He feels fees to process the permit "are extreme for the amount of effort put into them." Chairman Woolley said that his letter addressing this subject had been received, and that it had been referred to appropriate department/s for a response back. Richie Phillips, owner of a computer business in Eureka, said that the Library had contracted with an out-of-state firm for an automated system. He was told that the County doesn't accept bids from local computer businesses, which infuriated him. He urged the review and reconsideration of this policy.



E. SPECIAL PRESENTATIONS



1. Subject: Resolution of Commendation for Detective David E. Walker (Supervisor Woolley)

Action: Adopt resolution in recognition of his retirement from the Sheriff's Department.



F. DEPARTMENT REPORTS



Public Works



1. Subject: Change Orders Over $10,000 on Public Works Projects (None)

2. Subject: Advertisement or Award of Public Works Projects--Culvert at Clear Creek, Mattole Road

Action: Change bid opening for replacement to Monday, July 16, 2001, at 2:00 p.m.



Community Development Services



3. Subject: David Harper's Request for a $675 Refund of Application Fees from Planning Division

Action: Deny Mr. Harper's request for a refund.

4. Subject: Policy on Lowering the United States and California Flags

Action: Adopt policy.



5. Subject: Redistricting

Action: Provide staff with directions as necessary, and direct staff to prepare for a public hearing at a specified date on the recommended district lines.



6. Subject: Deferred Maintenance Projects

Action: Provide staff with directions as necessary.

7. Subject: Appointment to the North Coast Railroad Authority

Action: Reschedule for the meeting of July 17, 2001.

1. Subject: Proposed Project at Harris and Harrison Sts.; Walgreen Traffic Study (Supervisor Neely)

Action: Direct County staff to keep the process of the Walgreen's project open to receive new input from the City of Eureka, which they are scheduled to provide at their council meeting on July 17, 2001. Direct County staff to hold on the processing of the encroachment and building permits until said new input is received from the City of Eureka.

Action: Approve negative declaration as conditioned, approve zone change by adopting Ordinance No. 2249, approve subdivision, and deny appeal of Planning Commission's approval of said subdivision.
