A.                  SCHEDULED MATTERS

1.                   Continuation of emergency transmission of disease through contaminated needle use Dr. Lindsay has determined that this emergency still exists and that the Resolution should remain in effect for an additional twenty-one (21) days until August 13, 2001. (Supervisor Woolley)

Action:Extend local state of emergency until August 13, 2001.

2.                   Eureka City Schools request for combined trans issuance School districts must follow State law in issuing debt, including requesting County Boards of Supervisors to authorize and handle such activities.The Government Code Section 53853(b) allows Counties to NOT ACT; thereby allowing school districts to issue debt independently.This permits issuance without County involvement of time and money.This has been the recommended method each year.The material explaining this in detail is on file with the Clerk of the Board of Supervisors.

Action:Give said direction.

3.                   Development of a Walgreens Store on the corner of Harris and Harrison Avenues On February 25, 1999, Village Properties proposed construction of a 15,120 sq. ft. Walgreens store at the corner of Harris and Harrison.The proposed site is zoned Neighborhood Commercial which allows retail sales as a principally permitted use.The staff report provides a response to neighborhood and City of Eureka input and additional project information.

Action:Received staff report and considered City of Eurekaís comments; 2) appointed sub-committee, Supervisors Smith and Neely to work with those involved with the processing of the remaining permits for the project; and 3) directed sub-committee to explore with Walgreens, the City of Eureka and neighbors of the project, the mitigation of traffic, signage, lighting and landscaping of the project.

4.                   New Class of Economic Development Specialist The County Personnel Department has developed a new classification that will be utilized for County economic development and workforce investment purposes.County departments utilizing this new classification will request positions be allocated in forthcoming agenda items.

Action:Adopted the class of Economic Development Specialist into the classification plan, effective immediately.

B.                  SUPPLEMENTAL ITEM

1.                   Preservation/Conservation of Historic Maps The oldest maps on file in the recorder's office are in desperate need of restoration and conservation.We have the opportunity at this time to have the necessary work done on site rather than shipping these valuable maps to the East Coast for an extended period of time.This includes minor repairs, deacidification with Wie T'o commercially prepared solution, disbinding and trimming of binding edge, encapsulation with Mylar D stable base polyester film capsules of 4 mill thickness.This work is to be done in preparation for the permanent storage of the maps in newly purchased blueprint cabinets installed in the newly remodeled office on the fifth floor of this building.

Action:Approve supplemental budget increase revenue estimate $18,960 and increase appropriation $18,960 and directed Auditor Controller to transfer $18,960 from the Recorderís Modernization Fund.

C.                  CLOSED SESSION

1.                   It is the Board of Supervisors' intention to meet in Closed Session to consider Public Employee appointment for position of County Administrative Officer pursuant to Govt. Code Section 54954.5.(No final action taken)

D.                  ADJOURNMENT
