1. John and Debra Feeney, Mitchell Heights area; Case Nos. PMS-11-003, LLA-11-019, CUP-11-015. A Lot Line Adjustment and Minor Subdivision in the Mitchell Heights area. A Less-Than-3-Acre Conversion Exemption is also requested to harvest areas cleared for development outside of the wetland and riparian buffers. A portion of the parcel is within the California Coastal Commission’s retained permit jurisdiction; therefore, a consolidated Coastal Development Permit has been requested. (TE)

Staff recommendation: Adopt the Mitigated Negative Declaration and make all of the required findings for approval of the Parcel Map Subdivision, Lot Line Adjustment and Conditional Use Permit, based on evidence in the staff report and public testimony, and adopt the Resolution approving the John and Debra Feeney project subject to the recommended conditions .

2. Shanahan Family Trust; Petrolia area; Case No. AGP-13-001. Combining the Shanahan “Petrolia North” and the Shanahan “Petrolia South” Williamson Act Preserves into one agricultural preserve of approximately 1,636 acres. This action requires the dis-establishment of both the Class B Shanahan Petrolia North Preserve (Ag Preserve No. 11-02 containing approximately 807 acres) and the Class B Shanahan Petrolia South Preserve (Ag Preserve No. 11-03 containing approximately 829 acres), and formal establishment of the new Class B Combined Shanahan Petrolia Williamson Act Preserve. Staff recommendation: Make all of the required findings, based on evidence in the staff report and public testimony, and recommend the Shanahan Family Trust Agricultural Preserve project to the Board of Supervisors for approval as described in the Agenda Item Transmittal, subject to the recommended conditions. (Roll call vote required.)
