The Secure Rural Schools and Community Self-Determination Act of 2000 (SRS Act), Public Law 106-393, was enacted to
provide five years of transitional assistance to rural counties affected by the decline in revenue from timber harvests on federal lands.
The last payment authorized under P.L. 106-393 was for federal fiscal year (FFY) 2006-2007. On May 25, 2007, the Iraq
Accountability Appropriations Act of 2007, P.L. 110-28, was signed into law. It included a provision for payments to States
and counties for FFY 2007-2008 and extended provisions of Title II and Title III of the SRS Act.
On October 3, 2008, P.L. 110-343 (H.R. 1424, Emergency Economic Stabilization Act of 2008, Energy Improvement and
Extension Act of 2008, and Tax Extenders and Alternative Minimum Tax Relief Act of 2008) was signed into law. Section 601
of Division C of P.L. 110-343 amends and reauthorizes the SRS Act (P.L. 106-393) and extends it for a period of four years.
The new SRS Act (Public Law 110-343), as amended, retains the original title of “Secure Rural Schools and Community
Self-Determination Act of 2000”. On November 4, 2008, your Board elected to reserve 85% of the funds under this Act for
schools and roads, 8% for Title II, and 7% for Title III.
The Title III funds under the reauthorized Act have only three categories of approved projects, which are the following:
1. Carry out activities under the Firewise Communities program through education and assistance to homeowners
regarding ways to reduce risks from wildfire. See the attached fact sheet on the use of Title III for Firewise Programs
2. Reimburse counties for the cost of search and rescue and other emergency services, including firefighting,
on federal land
3. Develop Community Wildfire Protection Plans (CWPP).
On April 6, 2010 the Humboldt County Board of Supervisors approved funding for Seven Firewise and
CWPP Project grant proposals. For more details view the agenda item staff report.
On January 12, 2010, the Humboldt County Board of Supervisors gave final approval to new Title III projects:
Firewise Project
This project involves assisting residential communities to become recognized Firewise Communities/USA sites
and implements actions to prevent the potential for home ignitions from wildfire.
CWPP Project
This project places its focus on improving the countywide fuels reduction and firesafe planning strategy
through a coordinated update and refinement of the Humboldt County CWPP and local CWPPs
Sheriff Search and Rescue
This funding will be used to reimburse the county for the cost of search and rescue and other emergency
services, including firefighting, on federal land.
On November 10, 2009 the Humboldt County Board of Supervisors approved new Title III projects for the purposes of
receiving public comment. A 45 day public review period was open from November 10, 2009 to January 4, 2010
(Public Notice) - No comments were received.
On March 22nd, July 26, and October 4, 2005 the Board of Supervisors approved funding for local
